Uzbek Energy Ministry hosts seminar on energy efficiency

Tashkent, Uzbekistan (UzDaily.com) -- On 10 January 2020, the Ministry of Energy organized a seminar on energy efficiency and the role in this direction of the resolution of the President of the Republic of “On Accelerated Measures to Improve Energy Efficiency of Economic Sectors and Social areas, the introduction of energy-saving technologies and the development of renewable energy sources".

According to the press service of the Ministry of Energy, the seminar also examined the role of the energy efficiency fund for industrial enterprises in creating additional opportunities for foreign investment in the regions of Uzbekistan.

Resolution approved the Comprehensive Program for Further Improving the Energy Efficiency of Economic and Social Sectors, Implementing Energy-Saving Technologies and Developing Renewable Energy Sources in the Republic of Uzbekistan in 2019–2022.

According to the Comprehensive Program, the share of renewable energy by 2030 will be brought up to more than 25 percent of the total electricity generation.

A phased installation of modern solar photovoltaic stations and solar water heaters (with the exception of facilities connected to centralized heat supply systems), as well as energy-efficient heating systems, including bivalent ones, including the introduction of modern heat pumps and heat exchangers, is planned.

It is planned to:

- improve the thermal protection system of buildings, installation of two-chamber and energy-efficient window units, sensor sensors combined with LED sources, as well as air recuperators and other systems;

- in private households - installation of solar photovoltaic stations (average 2 kW) and solar water heaters (average 200 liters);

- replace non-standard gas burner devices with modern and energy-efficient gas burner devices for household consumers and legal entities.

The resolution determines that from 1 January 2020, when designing, reconstructing, and constructing all buildings and structures, except for individual housing construction, it is mandatory to ensure the energy efficiency of buildings.

Starting from next year, state bodies and organizations are required to install in the buildings and structures on their balance sheet, sensor sensors, combined with LED sources for lighting systems, energy-efficient gas burner devices.

Also, starting from 2020, it becomes mandatory to determine the class or technical indicators of energy efficiency of products (equipment, goods) and technologies during their certification in Uzbekistan.

From 1 December 2019 to 1 January 2023, the ISO 50001 energy management system will be phased in domestic enterprises and organizations, which includes, inter alia, transparency and objectivity in evaluating energy efficiency, reducing energy intensity of enterprises, as well as reducing emissions into the atmosphere.

Resolution also provides for a number of measures aimed at stimulating the development of energy efficiency in the domestic sector, including through the use of renewable energy by individuals. In particular, when solar photovoltaic stations are installed in houses, a third of the costs of their acquisition will be compensated. Compensation is also provided for individuals and legal entities to cover interest expenses on loans from commercial banks for the purchase of installations of renewable energy sources, energy-efficient gas burner devices and boilers, as well as other energy-efficient equipment.

Thus, the resolution envisages a number of cardinal measures designed to radically change the situation in Uzbekistan in the field of energy efficiency, to become an incentive for new projects in this direction, including attracting foreign direct investment.
