Tashkent, Uzbekistan (UzDaily.com) -- Based on the tasks identified by the head of state, the Senate of the Oliy Majlis and the Audit Chamber developed a program for conducting joint studies for the first half of 2020. According to the program, in Andijan region the state of fulfillment of the President’s instructions, targeted and efficient use of budget funds, implementation of projects under investment programs, the effectiveness of attracting and using additional funds was studied and analyzed.

On 4 May 2020, a joint remote meeting was held in the Senate in the form of an online video conference to discuss the results of this study.

The meeting was attended by members of the Senate, senior officials of the Accounts Chamber, heads of the General Prosecutor’s Office, ministries and departments, the Andijan region khokimiyat and senior officials of relevant regional structures, representatives of the Senate Office of the State Budget and Analysis of Social and Economic Development of Territories, as well as funds mass media.

It was noted that the new administration, created in the upper house of parliament based on the interests of the regions, monitors the process of formation and implementation of the State budget. The department also directly participated in the analysis of the results of the study conducted in Andijan region.

During the meeting, the Senate of the Oliy Majlis and the Audit Chamber presented data on the results of the study, heard reports from the leaders of the regional administration and relevant bodies. In particular, they discussed the problems and responsibilities of relevant workers in ensuring the execution of orders of the President of the Republic of Uzbekistan, the implementation of projects within the allocated funds of the Reconstruction and Development Fund and investment projects.

As a result of the analysis, it was found that it is possible to attract additional revenues of over 92 billion soums to the local budget. It was determined that 40% of the additional sources of local budgets should be directed to providing employment and creating new jobs, but no funds were allocated for these purposes. In addition, 10% of additional sources should have been spent on events formed on the basis of public opinion, but they were not used up at all. Almost 112.4 billion soums of non-target and sourceless expenses were allowed due to additional sources.

So, due to inefficient spending of 4.9 billion soums, the construction of water bodies to be commissioned in 2018 and the population of the mahalla gatherings of citizens of Teyit, Fozilmon and Khidirsha of the city of Khanabad were not completed, "Nuhatak" of Andijan district, "Khidirsha" of Khojaabad district are not provided with drinking water.

During the meeting, the senators criticized the fact that instead of inventory and equipment worth 1.2 billion soums provided for in the design and estimate documents drawn up for the construction and overhaul of 9 social facilities in the region, other types of inventory and equipment were installed .

So, instead of 2 heating furnaces for the amount of 342 million soums indicated in the design estimates for reconstruction, 2 heating stoves that were not used in the design estimates were installed in the building of secondary school No. 29 of the Izbaskansky district, the price of which is not known.

Members of the Senate expressed serious objections to the revealed facts, made suggestions on bringing those responsible to disciplinary liability.

During the meeting, it was noted that the collected materials, on a legal assessment, of revealed facts on the targeted and efficient use of funds allocated from additional revenues of local budgets, were transferred to the prosecutor's office of Andijan region.

At the same time, the oblast leadership is entrusted with the task of eliminating the shortcomings identified during the study, preventing such phenomena in the future, ensuring the fulfillment of the instructions defined in the plan of activities approved for attracting additional sources of income, and also considering the responsibility of leading cadres who made mistakes.

It was also agreed to conduct a joint study by the Senate of the Oliy Majlis and the Audit Chamber in other regions of the republic.

At a meeting based on the results of a study in Andijan region, a decision of the Committee was adopted.
