The rank of non-state archives improves

Tashkent, Uzbekistan (UzDaily.com) -- The main activity of the deputies of the lower chamber is lawmaking. The deputies of the Legislative Chamber of the Oliy Majlis these days are finalizing and improving new draft laws.

Among them is the draft law “On amendments and additions to the Law of the Republic of Uzbekistan “On archival affairs”, which is being prepared for the first reading.

Is there a need for changes and additions? As noted by the deputies, there are shortcomings in archiving. So, today the documents of the National Archive Fund are stored in the state archives, which are included in the list of cultural heritage monuments of the Republic of Uzbekistan. In the legislation, however, there are no norms for their alienation.

Also, the current Law "On Archival Affairs" stipulates that the documents of organizations being liquidated must be submitted only to the state archive. This negatively affects the process of acquisition and development of non-state archives in the republic. The current legislation also lacks a definition of the legal status of archives of individual ministries, departments, sectoral state funds and organizations, which, in turn, according to the legislation, are entitled to permanently store documents of the National Archive Fund of the Republic of Uzbekistan.

To eliminate the existing problems, the draft law introduces appropriate changes and additions. The document envisages the creation of specialized state archives in a number of ministries, departments, sectoral state funds and organizations that have the right to carry out permanent storage of documents of the National Archive Fund of the Republic of Uzbekistan.

In addition, an electronic database of documents of the National Archives Fund in the state archives and other additional facilities will be created. It is envisaged to improve the process of transferring archival documents of liquidated organizations to the appropriate archives, including non-state ones.

When preparing the draft law, the foreign experience of Latvia, Estonia, Georgia, Kazakhstan, Kyrgyzstan was studied.

The adoption of the document will allow the acquisition and development of non-state archives, preventing the loss of documents, protecting the social rights of citizens, ensuring that state archives perform their main function - collecting, recording, storing and using documents from the National Archives Fund.
