Tashkent, Uzbekistan (UzDaily.com) - The level of socio-economic development of the regions will be evaluated according to the rating system. On 1 May 2020, the corresponding Resolution of the President of the Republic of Uzbekistan was signed.
The document introduces an annual rating system for the socio-economic development of regions, regions and cities, within which each territory will be studied and evaluated in two stages.
At the first stage, statistical indicators will be considered for eight priorities - economic development and efficiency (7.5 points); labor market efficiency (6.25 points); accessibility and quality of services in the social sphere (11.25 points); infrastructure development and accessibility (5 points); competitiveness and diversification of the economy (3.75 points); the quality of the business environment and the development of entrepreneurship (7.5 points); financial independence, development of the banking and financial sector (5 points); the effectiveness of local government bodies with citizens’ appeals and the availability of information (3.75 points).
The total maximum score at this stage is 50.
The next stage involves conducting separate surveys to determine the social well-being and quality of life of the population, the state of the business environment for business and investors, the level of public confidence in reforms and the quality of local government institutions and authorities.
At this stage, the region can also “score” a maximum of 50 points. The survey methodology will be developed within two months.
An information system for ranking the regions into which the responsible authorities will enter data online should be developed before 1 June 2020. The rating at the end of 2019 will be conducted in test mode, and then the system will be finalized.
The process will be as follows. The heads of government bodies and other organizations will ensure reliable and timely entry of relevant data into the information system based on the results of the reporting year - no later than January 15 (operational) and June 1 (final) of the year following the reporting one.
The results of the ratings for the past year annually before February 1 (operational) and June 15 (final) are submitted to the Presidential Administration, the Cabinet of Ministers and representative bodies of state power, and are also critically discussed at meetings of the government, Jokarga Kenes and Kengashes of people’s deputies.
The Ministry of Economic Development and Poverty Reduction summarizes the results of the rating assessment, directs and coordinates the actions of participating bodies, organizations and institutions, and, in coordination with the Presidential Administration and the Cabinet of Ministers, makes changes and additions to the rating indicators system and their calculation methodology (if necessary).
