The key areas of work to enhance investment, industrial and export activities in Khorezm region and the Republic of Karakalpakstan outlined

Tashkent, Uzbekistan (UzDaily.com) -- From 26 August 2020, the Government Commission on the Development of Export and Investment under the leadership of the Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov and as part of the heads of ministries, departments, industry associations, commercial banks and local authorities with a field visit, began work in Khorezm region and the Republic of Karakalpakstan to study the investment, industrial and export opportunities of the regions and develop top-priority measures to fully utilize the existing potential.

During the work in Khorezm region with a visit to enterprises, the current state of industrial facilities was analyzed, as a result of which 886 enterprises were identified that faced problems in their current economic activities. Among them, 188 enterprises have not yet been commissioned, 415 enterprises have reduced production and revenues, 258 enterprises have reduced the volume of tax revenues to the budget, 12 enterprises have temporarily suspended their activities and 13 enterprises are not operating at full capacity.

In the course of targeted work with entrepreneurs, 19 problematic issues related to the allocation of credit funds, 18 issues related to connection to utilities, 18 cases of lack of sufficient raw materials for production and other problems were identified. In 5 cases, the need to restructure payments on previously allocated loans was identified.

In the Republic of Karakalpakstan, problematic issues of 303 industrial enterprises were studied, among which 84 enterprises reduced production volumes and revenues, 64 enterprises reduced the volume of tax revenues to the budget, 5 enterprises temporarily suspended their activities, 5 enterprises are not working at full capacity and 3 enterprises are not currently operating. put into operation.

As of the current moment, 19 cases of lack of sufficient raw materials for production have been identified, 31 cases of the need for the allocation of credit funds, 9 issues related to the connection to engineering communications, in 2 cases - the need to restructure payments on previously allocated loans. The members of the Commission continue visits to enterprises in order to directly study the activities of industrial facilities and develop algorithms for solving existing issues.

Each enterprise in these regions was assigned the heads of the relevant industry departments and associations, commercial banks and khokimiyats of districts and cities of the region, who were responsible for resolving identified issues and providing effective support to enterprises in resuming their activities.

Analysis and optimization of existing regional investment programs were carried out in order to select projects aimed at creating high-tech industries with large volumes of production, exports and the number of jobs created, as well as projects that will be completed by the end of this year.

The regional investment program of Khorezm region includes 2,197 investment projects worth 12.0 trillion soums and provides for the creation of 20,774 jobs. Of these, in 2020 it is planned to implement 1245 projects worth 4.1 trillion soums, as a result of which 10,616 new jobs will be created.

The Republic of Karakalpakstan provides for the implementation of 1294 investment projects worth 9.9 trillion soums and the creation of 16,964 jobs. At the same time, by the end of this year it is planned to implement 886 projects worth 5.7 trillion soums, as a result of which about 9 thousand new jobs will be created.

Also, a study of the structure of imports in the context of districts, cities and enterprises of these regions was carried out - the commodity items that are most in demand in the domestic market and used in the production of domestic products were identified, and the heads of sectoral ministries and departments were instructed to develop new investment projects focused on the production of these goods ...

The launch of such enterprises will create opportunities for the formation of completed commodity value chains and will significantly strengthen cooperation ties between domestic producers.

An analysis of the possibilities for the creation in the most promising areas - the so-called "points of growth" of economic development - scientific and industrial clusters, including production facilities, research centers, quality control and certification laboratories, warehouses, logistics complexes, training and retraining centers specialists. In this regard, the pharmaceutical, textile industries, as well as livestock and rice industries have great potential in Khorezm region, while the Republic of Karakalpakstan has a high potential in the production of building materials, food industry and fish farming.

Also, work was carried out to increase the efficiency of using the potential of the free economic zones "Khazarasp", "Nukus" and 30 small industrial zones in Khorezm region and the Republic of Karakalpakstan. New investment proposals have been developed for the creation of industrial enterprises on their territories aimed at saturating the domestic market with products for which there is a high demand for imports. The implementation of these measures will significantly reduce costs in the production of domestic goods and increase their competitiveness in the external market.

Based on the results of the Commission’s activities in Khorezm region and the Republic of Karakalpakstan, a set of practical measures will be developed to enhance investment, industrial and export activities with the definition of specific executors and deadlines. The work of the Commission will be completed by the end of this week.
