The headquarters of the Ministry of Energy studied the reasons for appeals related to gas supply to the thermal center -3

Tashkent, Uzbekistan (UzDaily.com) -- The special headquarters of the Ministry of Energy of Uzbekistan on the spot studied problematic issues related to the supply of natural gas to thermal center-3 in the city of Tashkent and gave specific instructions to resolve them.

In particular, the reasons for cases associated with a decrease in the pressure of natural gas in the autumn-winter period are analyzed.

This heating plant is located in Shaykhantakhur district of the capital and is connected to the city high-pressure gas network with a diameter of 720 mm. Natural gas is mainly supplied through the Vostochny-2 gas distribution stations (GDS) in the Kibray region and the Yugo-Zapadny station in the Zangiata region.

TC-3 provides heat and hot water to 679 consumers from among legal entities in Shaikhantakhur, Almazar, Uchtepa and Chilanzar districts. Of these, 483 are residential buildings (12,794 apartments), 11 medical institutions, 28 preschool institutions, 25 schools and 122 administrative buildings.

If during the heating season the gas pressure is 1-1.5 kg / cm2 at the inlet of the gas pipeline leading to the boiler house of the TC-3, there are no problems in gas supply. However, there are cases when the pressure in gas pipelines drops to 0.4-0.5 kg / cm2. This leads to the failure to provide consumers of the shopping center-3 with a sufficient volume of heat, which causes their discontent.

When studying the causes of the problem on the spot, it was revealed that over the past few years, large consumers (automobile gas filling compressor stations (CNG filling stations), greenhouses, brick, ceramic, etc.) as a result of which the gas pressure in the boiler room decreases in winter.

The headquarters of the Ministry instructed the heads of the authorized organizations to take prompt measures to eliminate the problems in the gas supply of TC-3 within three days.

In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 22 dated January 12, 2018, the Khududgaztaminot Joint Stock Company is entrusted with providing the supply of natural gas primarily to the population and social institutions.

In this regard, it was instructed:

- within three days, completely disconnect seasonal consumers from the gas network and send the released gas to the population;

- Conduct a complete survey of the reserve fuel of consumers for whom the supply of natural gas in the autumn-winter period is not guaranteed, except for enterprises producing molding bread and bakery products and completely disconnect them from the gas network by October 20, 2020, take measures to switch them to alternative types of fuel;

- within three days, notify each consumer in writing about the transfer of large consumers connected to the high-pressure ring gas pipeline in Tashkent to an industrial collector;

- within two days, carry out a complete inventory of the technical specifications provided by the Khududgaz Poytakht branch for connecting large consumers to the capital’s high-pressure ring gas pipeline, prepare and submit to the Headquarters an opinion on their compliance with regulations;

- within three days, submit to the Headquarters a specific proposal on the technical feasibility and profitability of building a new gas pipeline to further improve the supply of natural gas to TC-3;

- control over the timely and high-quality implementation of the assigned tasks is entrusted to Uzneftegazinspektsiya with the instruction to provide daily information on the work done to the Headquarters of the Ministry of Energy.
