Tashkent, Uzbekistan (UzDaily.com) -- A presidential resolution “On measures to support and improve the efficiency of the fishing industry” was adopted.
The document introduces the following taxation procedure:
from 2020, fish farms engaged in fish farming in artificial reservoirs calculate the tax for the use of water resources at the rates established for irrigation of agricultural land, based on the difference in the volume of water taken from the water body and returned water (see rates for 2020);
used water resources taken from collector and drainage waters are not subject to taxation;
the volume of water used for calculating the tax for the use of water resources of fish farms and agricultural enterprises is determined by the organizations that are part of the Ministry of Water Management, based on the actually consumed volume;
if it is impossible to determine the actual volume of water consumption, the tax base for the use of water resources is set at 50% of the established standards for water consumption.
The Ministry of Water Resources annually, setting a water limit, forms and posts on its website a list of collector and drainage networks that can be used by fish farms (indicating the level of salinity and water quality). When using them, the design parameters of the collector and drainage networks must be observed. The ministry will also approve the water intake limits for fish farms engaged in fish farming in artificial reservoirs, taking into account the estimated and actual water availability of sources and water consumption plans.
A trilateral agreement will be concluded between fish farms engaged in fish farming in artificial reservoirs, the relevant water supply organizations and the Uzbekbaliksanoat Association annually until 15 January.
During 2021–2022, fish farms that take water from rivers and canals will gradually switch to the use of secondary water sources, as well as new resource-saving intensive technologies in artificial reservoirs under conditions of water shortage.
The development of industrial science will continue:
a laboratory for the analysis of the hydrobiological and hydrochemical composition of natural and artificial reservoirs, the quality of combined feed and the diagnosis of fish diseases of the Scientific Research Institute of Fish Farming will open in the Tashkent region;
will update the material and technical base of the Research Institute of Fish Culture, create innovative information and resource rooms, build laboratories specialized in breeding and breeding in fish farming, analyze the quality of natural and artificial feed for fish - relevant projects will be included in the Investment Program of the Republic of Uzbekistan for 2021 –2023 years;
by 1 January 2022, the Unified Data Bank of the ichthyofauna of the natural reserves of water and aquatic biological resources of the Republic of Uzbekistan will be formed.
In addition, large fish-breeding clusters organize paid courses on training fish incubation, rearing fish fry and marketable fish using the intensive method in closed water supply systems, cages, concrete pools and earthen ponds. The certificate holders of these training courses are given priority when applying for loans in the framework of intensive fish farming programs in households. Within a month, a corresponding training manual will be developed, which will reflect the types, quality, fish farming schemes and resource-saving technologies.
The buildings and structures of Yangi Chinoz Balik Bozori are sold at public auction at market value with investment and social obligations. A modern trade complex for the sale of fish and fish products should appear in their place. If the object is not sold within 3 months from the date of issue, it can be purchased at market value with payment in installments in equal shares for up to 5 years.
