State program: aspects of cadastral registration of agricultural land, allocation of land to low-income families discussed

Tashkent, Uzbekistan (UzDaily.com) -- A regular public hearing on the implementation of the State Program of the Year for Supporting Youth and Strengthening the Health of the Population was held today, on 27 April, in the format of a video conference.

The hearing was organized by the National Movement "Yuksalish" in cooperation with the Committee on Agrarian, Water Management and Ecology of the Senate of the Oliy Majlis.

During the event, representatives of the Ministries of Agriculture, Employment and Labor Relations, the Cadastre Agency under the State Tax Committee informed the public about the progress in the implementation of 120 and 149 points of the State Program. Representatives of the Council of Farmers, Dekhkan Farms and Owners of Household Lands of Uzbekistan, invited to provide information, did not participate in the event.

In accordance with paragraph 120 of the State Program, until 20 March 2021, it was envisaged to develop a draft resolution of the Cabinet of Ministers aimed at further improving the reform of land relations in agriculture, converting land into marketable assets and introducing modern and transparent mechanisms in the processes of granting land plots for use in a lease form rights. It was established that within the framework of the project it is necessary to cover measures for a complete cadastral inventory of agricultural land, the introduction of a transparent system for the allocation of agricultural land based on market mechanisms; formation of a full-fledged market for sublease of land plots, purchase and sale of rights to lease land plots in an electronic system, an online platform; digitization of the system for the use of sown land, the creation of electronic maps of all agricultural land.

As a specialist from the Ministry of Agriculture noted, in this direction, drafts of a presidential decree on measures to ensure transparency in the allocation of land, reliable protection of land rights, a government resolution on improving the procedure for providing land for lease for agricultural products have been developed. In particular, the draft decree of the head of state defines benefits for large investment projects, and also provides for the possibility of allocating land for the local population in the auction system, selling up to 50% of the land primarily to the local population.

According to the relevant resolution of the Cabinet of Ministers, work on the inventory of land in the republic should be completed by the end of 2021. These powers are vested in the Cadastre Agency under the State Tax Committee.

“In Kashkadarya region, work has begun on the full state cadastral registration of agricultural land,” said Otabek Allaberganov, First Deputy Director of the Agency for Cadastre. - At the same time, an inventory is being carried out not only of agricultural land, but of all land areas in the region - and this is almost 2.8 million hectares. In addition, inventory and cadastral registration continues in Tashkent, Fergana and Namangan regions. In parallel, the state registration of land is under way through a special electronic program. By the end of this year, an electronic map of the entire territory of Uzbekistan will be created, that is, 44.8 million hectares of land.

Also, government agencies submitted a report on the implementation of tasks for the allocation, based on the opportunities and direction of development of each district, from 0.1 to 1 hectare of land to low-income families employed in agriculture, which was provided for in paragraph 149 of the State Program.

As reported, in pursuance of this item, a draft document on additional measures of state support for low-income families in agriculture was developed, the document was submitted to the government on 7 April. In connection with the allocation of land to young people, which are at the disposal of farmers, it is planned to withdraw these land plots from the tax base for land tax and tax for the use of water resources. Provided for the allocation of young people 233.6 thousand hectares of land. Until now, about 200 thousand young people have been allocated 60.2 hectares of land from the lands of farms and agricultural clusters.

By what criteria and under what conditions are low-income families allocated land plots? How is it determined to whom to allocate 10 acres, and to whom - 1 hectare? In the regional khokimiyats, a commission was created from among the specialists of the departments of the relevant organizations. The commission allocates from 10 acres to 1 hectare of land, taking into account the number of family members of young people who are provided with a land plot, depending on the population categories.
