State Customs Committee launches “Single Window” Information System

Tashkent, Uzbekistan (UzDaily.com) -- State Customs Committee of Uzbekistan launched the Unified Customs Single-Window Information System.

The committee implemented the project for Customs Modernization by Implementation of the Unified Customs Single-Window Information System in Uzbekistan” for US$5.5 million in cooperation with the Korea International Cooperation Agency (KOICA).

The project, implemented within the framework of the Government strategy of the Republic of Korea through the ">implementation of ‘Single Window’ system in the external trade management system, has been implemented in order to facilitate the reduction of trading costs, simplification of customs procedures and trade promotion in Uzbekistan.

The consulting component of the project was implemented by “Forwarder Net + Nn Robotiks”, the development and management of the system were carried out by a consortium CUPIA + CNI.

Ambassador of the Republic of Korea to Uzbekistan Kwon Yongwoo stated that the project was developed in order to promote the receipt of applications, subject to mandatory registration for export and import trade operations, through a Single window system, which has a convenient system of issuing permits, thereby contributing to the creation of the necessary environment for the transformation of Uzbekistan in the high income country. The government of the Republic of Korea will actively continue assisting the implementation of projects for capacity building of the public sector and e-government, he added.

The Ambassador also noted that the successful results of the project would depend on the efforts of the management and decision-makers from the organizations, attending this event. Therefore, he once more requested to accept to the extent possible the applications in electronic form, and reduce paper applications.

Vice-Chairman of the State Customs Committee of Uzbekistan Shukurov G.H. declared: "Within the project a Korean unified customs information system was introduced, which, I am sure, will greatly assist in the promotion of trade in Uzbekistan. In this regard, I express my gratitude for assistance in creating such a wonderful system to the Government of the Republic of Korea and, particularly, to Korea international cooperation agency (KOICA)".

In presenting the accomplished works, the Director of KOICA Office in Uzbekistan noted that Korean experts were guided by the experience of Republic of Korea, which has developed and managed a worldwide-recognized e-government system; the experts have tried to contribute to the simplification of customs procedures and facilitation of trade development in Uzbekistan. The Director of KOICA Office thanked the relevant government staff for their cooperation and successful results.

In the future, through the implementation of the project after-service over the next 2 years, KOICA Office plans to provide assistance for sustainable operation of the ‘Single Window’ system.

As of today, according to the Resolution of the Cabinet of Ministers №305, the project involves five government institutions: "Uzstandard" Agency, the Ministry of Agriculture and Water Resources (State Veterinary Surveillance / Uzglavgoskarantin), Ministry of Health, JSC "Uzbekekspertiza", the State Nature Committee. In the future, based on the Resolution of the Cabinet of Ministers №376 “On the Procedure of the customs declaration of goods in electronic format”, it is further planned to attract 6 more institutions: the Cabinet of Ministers of Uzbekistan, Ministry of Internal Affairs of the Republic of Uzbekistan, Ministry of Culture and Sports of Uzbekistan, the State Tax Committee of Uzbekistan , SJSC "Uzbekengilsanoat" and "Electromagnetic Compatibility Center" under the Ministry for development of information technologies and communications of the Republic of Uzbekistan. This will help to further expand the “Single window” system among users.
