Problems of mandatory subscription to periodicals discussed in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- Ministry for development of information technologies and communication of Uzbekistan hosted a meeting dedicated to discussion of problems related to mandatory subscription to periodicals on 25 February 2015, the press service of the ministry said.

Top management of Uzbekiston Pochtasi, Matbuot Tarqatuvchi and representatives of such newspapers as Halq Sozi, Pravda Vostoka, Milliy Tiklanish, Qishloq Hayoti, Mahalla, Marifat, Ozbekiston ovozi and Turkiston participated in the event.

On 17 February, Uzbekistan National Television Company broadcasted a programme entitled “Mandatory subscription”, which is dedicated to problems in dissemination of periodicals. The session analyzed situation in this direction.

In line with the legislation, periodicals can be disseminated by edition itself, legal entities or individuals based on agreement with the edition.

Currently, there are large and small companies, which offer services on registration of subscription and delivery of periodic. Their number exceeds 60 and two of them – Uzbekiston Pochtasi and Matbuot Tarqatuvci – are part of the system of Ministry for development of information technologies and communication of Uzbekistan.

Matbuot Tarqatuvci specializes on providing subscription services to population and legal entities in Uzbekistan, while Uzbekiston Pochtasi delivers periodicals to consumers and sells them via its offices.

At the meeting, the officials of two companies provided information on main principles of their work on organization of subscription and deliver of periodicals to consumers. They also noted some negative factors, which impact to timely delivery of print products.

The meeting determined main directions, on which Uzbekiston Pochtasi and Matbuot Tarqatuvchi should work. The companies should eliminate all negative factors related to subscription and deliver of periodicals and improve services.

Uzbekiston Pochtasi and Matbuot Tarqatuvchi should improve work on working with editorial boards on exchange of information and training of their specialists. They also should revise agreements with editorial boards to ensure implementation of these documents.

The companies should also study demands of population and other measures to improve situation in the sphere. The corresponding decisions were adopted at the meeting.
