Private sector to be involved in public administration in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- A resolution of the President "On additional measures to attract the private sector in the areas regulated by the state" was adopted.

The resolution will implement the project "State Functions - Business Opportunity".

According to the project, the initial directions for attracting the private sector into the sphere of public administration have been identified.

According to this, starting from 1 January 2020, in the Tashkent region and the city of Tashkent, as an experiment, the institute of cadastral real estate engineer has been introduced, which will operate until 31 December 2022.

As part of this experiment:

starting from 1 April 2021, cadastral real estate engineers who have a qualification certificate issued by the Cadastre Agency are granted the right, among other things, to prepare a primary cadastral file for real estate objects;

the process of preparing a cadastral file for real estate objects, including the primary cadastral file, is carried out through a special automated information system, and monitoring is carried out by the Cadastre Agency;

a real estate cadastral engineer carries out his activities by concluding an employment contract with legal entities or as an individual entrepreneur;

the prices for services for the preparation of the cadastral file for real estate objects, including the primary cadastral file, are set by business entities independently in the amount of at least the minimum rates approved by the Cabinet of Ministers, and the incoming funds remain at their disposal in full.

Business entities can install special automated means of recording of the traffic violations

According to the resolution, in the field of road safety, starting from 1 March 2021, business entities are given the right to organize the installation of special automated software and hardware tools for photo and video recording of traffic violations on highways.

Assigning to business entities the places of installation of special automated software and hardware means of photo and video recording is carried out through electronic auction trading.

These places are assigned to business entities that won the electronic auction for an unlimited period and with the right to transfer to another business entity.

Based on this, in 2021–2022, 3,356 smart video cameras and 763 stationary radars will be installed in the republic.

In the field of issuing a national driver's license, starting from 1 April 2021, business entities licensed to provide non-state educational services for the training, retraining and advanced training of drivers of motor vehicles and urban electric transport vehicles are granted the right to conduct theoretical and practical exams to obtain a driver's license for the right to drive all categories of motor vehicles (except for trams and trolleybuses).

Wherein:

conducting and evaluating theoretical and practical exams for obtaining a driver's license will be carried out without the participation of the human factor, completely in an automated mode;

exams will be held under the direct or online supervision of a representative of the State Traffic Safety Service;

the amount of payments for services for conducting theoretical and practical exams for obtaining a driver's license will be established by business entities independently, and the incoming funds will remain at their disposal in full;

persons who have successfully passed theoretical and practical exams will be issued special secure certificates, which are the basis for obtaining a driver's license;

all the necessary details of special protected certificates will be provided by business entities to the centers of state services and internal affairs bodies in an automated mode.

Business entities will install 14 stationary points of weight and dimensional control

In accordance with the resolution, starting from 1 March 2021, business entities are granted the right to install stationary weight and dimensional control points equipped with automated measuring devices on highways.

The assignment of sites for the installation of stationary points of weight and dimensional control to business entities will be carried out through electronic auction auctions.

The minimum cost (starting price) of places for the installation of stationary points of weight and dimensional control for putting up for electronic auction bidding will be determined on the basis of the procedure established by the Committee for Roads, the Ministry of Internal Affairs and the Ministry of Finance.

Places of installation of stationary points of weight and dimensional control will be assigned to business entities that won the electronic auction for an unlimited period and with the right to transfer to another business entity.

Based on this, in 2021-2022, business entities will establish 14 stationary points of weight and dimensional control in the republic.

According to the decree, starting from March 1, 2021, business entities can participate as an agent in the provision of certain types of public services by state bodies and organizations.

Wherein:

- employees of business entities providing services as an agent must have a certificate issued by accredited training centers, which specifically defines the types of services that can be provided;

- certificates will be issued for a period of 3 years in the manner determined by the Cabinet of Ministers;

- the provision of services by business entities as an agent will be carried out within the framework of a single platform of the State Services Agency;

- the Public Services Agency will form and maintain a single electronic register of business entities that provide services as an agent;

- an opportunity will be created for citizens to choose suitable agents for themselves through a single electronic register;

- citizens will pay a separate fee for the agent's services, while business entities will independently set prices for services, and the incoming funds will remain at their disposal in full;

- the list of public services prohibited for the provision of business entities as an agent will be approved by the Cabinet of Ministers.
