Mirziyoyev Approves Reform of Emergency Rescuer Training

Tashkent, Uzbekistan (UzDaily.com) — On 3 April, President Shavkat Mirziyoyev signed a decree titled “On measures to fundamentally reform the system of training qualified personnel in the field of emergency protection,” предусматривающее comprehensive transformation of professional rescuer education in line with modern challenges.

As part of the reform, the structure of the Academy of the Ministry of Emergency Situations will undergo significant changes. The Institute of Civil Protection, the Initial Training Center, and the Advanced Training Center will be reorganized into divisions of the Academy.

A unified training campus will host two new units: a Rescue Training Technical School and a Faculty for Training Foreign Specialists. This will enable the preparation of professionals both for domestic needs and international cooperation.

The higher education system at the Academy will transition to a two-tier model comprising bachelor’s and master’s programs. Bachelor’s programs in military fields will be offered on a state-funded, full-time basis, while civilian specializations will be available on a fee-paying basis with full-time, evening, and distance learning options.

Master’s programs will train a кадровый reserve for ministries and agencies involved in emergency prevention and response, on a contractual basis.

Starting from the 2027/2028 academic year, an experimental “2+2” education model is planned for bachelor’s programs, allowing students to combine theoretical studies with intensive practical training.
