The representatives of the ministries of finance, justice, agriculture and water resources, state tax and customs committees, Council of farmers, Chamber of Commerce and Industry, entrepreneurs, party activists and media participated in the discussion of the draft law of the Republic of Uzbekistan “On state control of business activities” and to make relevant proposals.
The main purpose of draft law is to improve the control procedures for the activities of business entities, to ensure the stability of their work, reducing interference with business entities faithfully comply with the law, protection of the rights and legal interests of businesses.
The draft law introduced the principle of priority of the rights of business entities, the advisability of control them and its implementation, which aimed at protecting the rights and legal interests of businesses.
In addition, the draft law provides important standard on coordination with the special authorized body of all inspections of business entities, except for checks on criminal cases as well as cases of inspections without prior approval. In order to provide additional guarantees for businesses, the project provides for the submission of the list of regulatory bodies authorized to conduct inspections.
The participants stressed that in order to further improve the accountability of officials controlling bodies on conducting inspections of business activities and reducing the incidence of unwarranted businesses and farms, extending not more than once in the timing of inspections of other business entities.
UzLiDeP and its faction underlined that adoption of the draft law “On state control of business activities “ making up the deficiencies and flaws in the system of legal compliance with government control of business entities, makes an important step in protecting the rights of businesses, development of market relations, as well as further enhancing reforms in the country in this direction.
At that the law gives the opportunity to reduce interference in the work in good faith and comply with the laws of economic entities, improve the practice of monitoring their activities, increase the responsibility of public authorities and officials for the quality inspection activities of entrepreneur subjects.
Deputies of UzLiDeP said that international practice have been studied and analyzed the laws of foreign countries such as Germany, Japan, China, South Korea, Russia, Latvia, Lithuania, Moldova in the sphere of state control of business activities.
The participants’ proposals and recommendations on further improving the draft law have been submitted for adoption into consideration to party faction in the Legislative Chamber of Oliy Majlis of Uzbekistan.
