Legislative Chamber Approves Draft Law on Market Control

Tashkent, Uzbekistan (UzDaily.com) — At a regular session, the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan reviewed in the first reading the draft law “On Market Control.”

During the discussion, it was noted that the growing variety and volume of goods in the country’s markets requires an improved control system.

The current technical regulation system does not cover all food products, complicating the assurance of quality and assessment of their impact on public health. To address these issues, the draft proposes moving to a market control system, which has proven highly effective in international practice.

The law establishes the legal framework for market control and aims to ensure the safety of all food products entering the market while minimizing their environmental impact.

Control mechanisms include test purchases, product examinations, and on-site inspections. The law defines measures to be taken when non-compliant products are identified or when there is a significant risk to consumers.

The draft law regulates the interaction of market control authorities with customs and other government agencies, the exchange of information between departments, the responsibility of economic operators, and procedures for compensating consumers for damages.

Special attention is given to strengthening accountability for violations of technical regulation requirements, including financial penalties for products posing a significant health risk.

Deputies also proposed measures to improve economic operator accountability, the compensation mechanism, industry funding, and dispute resolution procedures.

Adopting the law will enhance the safety of food products, protect citizens’ lives and health, prevent negative environmental impacts, and support Uzbekistan’s integration into the international economy.

The draft law was approved in the first reading.
