Key Legislative Changes Come Into Force in Uzbekistan from March 1, 2026

Tashkent, Uzbekistan (UzDaily.com) — The information and legal portal Norma.uz has published an overview of the main legislative changes in Uzbekistan that will take effect from 1 March 2026.

The amendments affect public services, entrepreneurship, construction, environmental protection, licensing, social welfare, and the digitalization of government administration.

Digitalization of Public Services and Registration Procedures

Through the Unified Portal of Interactive Public Services (EPIGU), citizens will be able to update their residence information online and obtain death certificates with QR codes, which will be equivalent to traditional notarized certificates. Electronic documents will automatically be sent to the personal accounts of close relatives.

EPIGU will also provide access to preliminary judicial information on civil, administrative, and economic cases, as well as administrative offense proceedings.

Social Protection and Healthcare

For citizens requiring special care due to dementia, Parkinson’s, or Alzheimer’s disease (without pronounced behavioral disorders), day-care services will be organized under the “Step Towards an Active Life” program.

A “Caring Family” service will be created within the “Inson” Social Service Centers, offering free family therapy to parents of children in need of social protection.

The Ministry of Health, when issuing permits for the import and production of biologically active substances, will be required to verify compliance with intellectual property rights through the Intellectual Property Portal.

Education and Language Certification

Foreign citizens will now take exams to obtain qualification certificates in the Uzbek language at levels A1, A2, and B1 in accordance with CEFR standards.

Notaries and Enforcement Procedures

Notaries will gain the authority to make enforceable notations for undisputed claims up to 1,000 sizes of basic estimated value, including notarized transactions, lease arrears, utility bills, and communication services. Simultaneously, a new regulation on the procedure for enforceable notations comes into effect.

Entrepreneurship and Public Procurement

The government procurement portal will launch an electronic module for calculating average market prices using artificial intelligence technologies.

The “Business Companion” project will provide both public and private services to entrepreneurs on a “single-window” basis. A new format for dialogue between heads of republican executive bodies and businesses will be introduced, along with updated procedures for filling vacant civil service positions.

When determining the Entrepreneurial Resilience Rating, intellectual property violations will lower a company’s score, while registered trademarks will increase it.

Construction and Technical Regulation

As part of the integration of the “Technical Regulation” and “Transparent Construction” information systems, an electronic registry of unsafe construction material manufacturers and suppliers will be launched. Companies listed in this registry will be barred from participating in government procurement.

The public will have access to a list of dangerous construction material producers. Uzbekcosmos Agency will continuously monitor construction sites across regions. Online monitoring technologies will also be introduced for assessing seismic resilience of bridges and tunnels, analyzing building conditions using AI, and forecasting potential earthquake zones based on big data.

Customs Administration

For goods pre-declared before crossing the border, customs fees for processing will be reduced by 20%, and no interest will accrue if payments are deferred for up to 14 days.

Environmental Protection and Natural Resource Use

For Category I and II enterprises that have not installed background monitoring stations or integrated them with the National Environmental Monitoring Center, compensation payments will increase fivefold.

Subordinate regulations granting exemptions from environmental damage compensation are abolished; such exemptions can now be provided only by law.

Licensing and Accountability

The “License” system will introduce a service for voluntary pre-assessment of compliance with licensing requirements. When a legal entity is fined for licensing violations, officials will no longer be held simultaneously liable.

Non-governmental organizations not registered as non-profit entities are prohibited from conducting forensic examinations.

Tourism and Sports

The Tourism Support Fund will subsidize the 10 best tourism startups annually, covering 50% of expenses, up to a maximum of 1 billion UZS. Hotels will also receive a 50% reimbursement for obtaining international “green” certifications.

Ticket sales for football matches will be conducted through a specialized online system using identity verification and QR-code technology.

Overall, this package of changes aims to further digitalize government administration, enhance transparency, support entrepreneurship, modernize infrastructure, and improve social protection for the population.
