Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Investment and Foreign Trade under the leadership of Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov discussed issues of comprehensive improvement of the activities of the Uzbek Agency for Standardization, Metrology and Certification.
The meeting was attended by the leadership of the relevant complex of the Cabinet of Ministers, the General Prosecutor’s Office, the Ministry of Investments and Foreign Trade, as well as the Uzstandart Agency, its structural divisions and subordinate organizations.
The current activities of the department and the state of the sphere of standardization, metrology and certification in the Republic were critically examined. The inconsistency of domestic legislation with modern international standards is noted, which is one of the key factors that determine the competitiveness of domestic products in the international market. The low degree of transparency of the national system of technical regulation, certification and accreditation was also emphasized.
The lack of involvement of the Agency’s management and staff in the practical support of domestic exporting entrepreneurs was noted, in particular, in matters of assistance in obtaining international certificates, the availability of which is one of the necessary conditions for entering promising foreign markets and building export potential.
During the discussion, the Agency’s management highlighted the most pressing problematic issues in the department’s activities and voiced proposals for their solution. In particular, specific measures were considered to optimize the structure of the Agency’s executive apparatus with a critical review of the activities of the Scientific Research Institute for Standardization, Certification and Technical Regulation (Institute of Standards) and the State Unitary Enterprise Uzbek Center for Scientific Testing and Quality Control (Uztest).
They also heard reports on the current status of the implementation of international standards by domestic enterprises, the technical condition of testing laboratories and measures to harmonize existing regulatory requirements with generally recognized norms.
Responsible leaders were instructed to step up work to improve national legislation in the field of standardization and technical regulation, in particular, to finalize and introduce in a new edition a number of legislative acts, namely the Laws "On standardization", "On certification of products and services", "On conformity assessment ", as well as" On technical regulation ".
Separate instructions were given to improve the system for assessing the suitability of products to the requirements of technical regulations, in particular, the introduction of state control over the implementation of technical regulations in the customs process and the introduction of documentary procedures confirming the quality of products based on risk analysis and selective examination.
It was noted that this year the focus will be on targeted work with entrepreneurs - it is planned to carry out preventive measures to monitor compliance with standards and ensure the quality of products at 13.7 thousand enterprises in various industries, introduce 5200 new standards, and implement measures to improve quality products at 6 thousand enterprises, including 437 cluster-type enterprises. It is planned to bring 1,723 national standards and 12 technical regulations in line with international requirements, as well as take measures to improve the qualifications of about 2 thousand specialists in this field.
In addition, a number of events are planned to widely inform domestic manufacturers and exporters about the requirements and technical restrictions regarding imported goods operating in the EU, EAEU, USA, PRC, UAE, Iran, India, South Korea, Pakistan and Afghanistan.
Based on the results of the discussion, further actions were determined to implement the assigned tasks.
