Initiators and experts considered the Law "On Public Procurement"

Tashkent, Uzbekistan (UzDaily.com) -- On 9 February 2021, an expanded meeting of the Senate Committee of the Oliy Majlis on budget and economic reforms was held. The meeting was attended by members of the Senate, experts, senior officials of the ministries of finance, justice, investment and foreign trade, the General Prosecutor’s Office, the Accounts Chamber, the Antimonopoly Committee, the State Assets Management Agency and the Anti-Corruption Agency and other departments. The participants discussed the Law of the Republic of Uzbekistan "On public procurement ".

It was noted that the purpose of this Law is to create an open and transparent, efficient and integral system aimed at regulating relations in the field of public procurement.

During the discussion, attention was drawn to the existing gaps and problems in the implementation of the current Law.

In particular, it was noted that there are many shortcomings associated with the admission of cases of the implementation of most of the purchases without using information and communication systems that ensure openness and transparency, inconsistency of the procurement control system with today’s requirements and non-compliance with documents in the field of public procurement.

As a result, in 2019 alone, in 729 cases, it was allowed to conclude agreements worth 2.91 trillion soums without holding tenders on orders of customers.

The law, which is being considered with the aim of eliminating such shortcomings, is of great importance in such topical issues as ensuring the effective use of budgetary funds and other centralized funds aimed at public procurement, as well as guaranteed government credit resources, harmonizing price-quality indicators in the short-term perspective while providing the public sector with the necessary goods, works and services and achieving effective results in combating corruption.

When developing the Law, the United Nations Commission on International Trade Law studied the main provisions of the model legislation, as well as the legislation of a number of countries, including the European Union, the USA, Russia and Belarus.

At the meeting, experts and specialists made suggestions and recommendations for effective enforcement of this Law.
