Govn’t adopts measures to prevent damages from rainfalls in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan issues a resolution “On measures on improving functioning of irrigation and drainage system in Tashkent city” on 11 February 2015.

The document was adopted to ensure efficient organization of work on preventing and liquidating emergency situation, related with intensive rainfall, trouble-free passage of stormwater and preventing destruction of buildings, structures, utilities, as well as erosion of the urban landscape.

The Government with its resolution approved a concept on ensuring sustainable functioning of underground and ground water flow at emergency situations in Tashkent city.

The concept is aimed at further improving efficiency of irrigation and drainage system of Tashkent via construction, reconstruction and capital repair of objects, introducing modern economic and energy saving technologies, effective and rational use of raw and financial resources, etc.

The concept noted that irrigation and drainage system of Tashkent city has been formed since 1960. The balance holders of the irrigation and drainage system did not carry out necessary repair works.

Currently, the capacity of the system on passing storm flows makes up 521.9 cubic meters per second.

The system failed to discharge storm flows during intensive rainfall in Tashkent on 30 May 2014. The rainfall made up from 20 to 255 mm in Tashkent from 13:45 to 16:05, while in Yunusabad district – up to 30 mm.

Such heavy rains like on 30 May 2014 occur once in 5-7 years. There were heavy rains in May-June 1998 and June 2010.

The working group was created by the Government of Uzbekistan to ensure save discharge of storm flaws and preventing damage to engineering objects, communication objects and city landscale.

The working group studied land (irrigation trays, reservoirs, sewage and drainage systems, canals) and underground (metro, road and pedestrian tunnels) watercourses and revealed that the capacity of some irrigation and structures cannot pass water during the peak load of heavy rainfall .

The carried out studies revealed that total area in Tashkent city, hit by rainfalls, made up 32,068.1 hectares. Water was discharged via collectors at 15,776 hectares (49.2%), while there were no collectors at 16,292.1 hectares (50.8%) to discharge water.

The rainfall intensity made up 952.5 cubic meters a second, of which 521.9 cubic meters of rain flow were discharged via existing collectors and 430.6 cubic meters (45.2%) of water created underfloodings.

About 23 areas from 199 drowned objects were hit seriously and they are located in Yunusabad (9 objects), Shayhantahur (7), Uchtepa (1), Mirabad (3) and Yashnabad (3) districts of Tashkent city.

The concept outlined reasons for untimely discharge of water. Among them are untimely cleaning and repairing of collectors, unsatisfied technical state of collectors, etc.

The concept said that current state of collectors and irrigation networks are threatening to engineering communication, houses and buildings, including underground objects as metro, underground passenger tunnels, etc. Threat can result in human victims and cause significant damage to objects in Tashkent city.

The resolution approved a complex of measures on efficient organization of work on preventing and liquidating emergency situation, related with intensive rainfall, trouble-free passage of stormwater in Tashkent for 2015-2017.

The resolution said that Ministry of Emergency Situation of Uzbekistan purchased automobile and special technologies, special equipment, and various boats. The equipment will be handed over to Department of Emergency Situation in Tashkent city.
