For violation of traffic rules diplomats are fined without the consent of diplomatic missions
According to the amendments, when individuals who are using immunity come into contact with traffic police officers, they are obliged, regardless of their status, to show traffic police officers: an accreditation card, a driver’s license for driving a vehicle and other documents confirming the ownership of the vehicle to the corresponding diplomatic mission.
Courts and other authorized bodies were given the right to apply administrative sanctions to persons enjoying immunity for violating the traffic rules without the consent of the diplomatic mission. Earlier such consent was obtained through the Foreign Service (SDS) of the Ministry of Foreign Affairs of Uzbekistan.
If the system on recording violation of traffic rules registers violation, the owner of the vehicle is liable for administrative responsibility, the document said. If the vehicle of diplomatic mission violates traffic rules, the driver will be attracted to administrative responsibility.
The document said that the diplomats, who was fined for violation of traffic rules, will have to pay the fines in line with set general rules.
It underlined that the Foreign Ministry, if necessary, publishes in the Diplomatic directory and, in other sources, a "black list" of persons enjoying immunity who do not regularly pay fines for violating the traffic rules.
If traffic rules are violated more than three times during a year, state license plates of vehicles assigned to the violator can be withdrawn by the SDS in agreement with the relevant MFA department, for a period of up to six months, or the head of the corresponding diplomatic mission is summoned to the Foreign Ministry for explanatory work.
