Factions of political parties discuss several draft laws

MPs considered a law “On introduction of changes and amendments to the law “On joint stock companies and protection of shareholders’ rights” in the first reading.

The draft law was developed within exhibition of the programme on additional measures on further improving investment climate and business environment, improving efficiency of stimulating development of entrepreneurship activities in 2014-2015”, which was approved by the presidential decree from 7 April 2014.

The document is directed at protecting rights of minority shareholders and further improving corporate management system in joint stock companies.

The draft law envisages that large shareholders, who own over 25% shares, can receive dividends if there is no debt before minority shareholders. This will help to protect interests and rights of minority shareholders, who comprise large number in joint stock companies, but have low number of shares.

At the sessions, the MPs also discussed draft law of Uzbekistan “On introduction of changes to the law “On preventing diseases related to iodine deficit”, which will be discussed at the first reading.

The document is directed at further strengthening order of relations in sphere of production, realization and consumption of iodized salt.

The draft law is directed at forming healthy and harmonically developed youth, protecting and strengthening health of population, especially, mothers and children. Iodine deficit is reason for many diseases, including intellectual potential of population.

Factions of political parties and MPs Group of Ecologic Movement of Uzbekistan also discussed draft law “On introduction of changes and amdnements to some legislative acts of Uzbekistan” in the first reading.

The document introduces changes to Civil Code and the law “On fighting terrorism”, which is directed at covering damages to population and legal entities, caused by anti-terrorism operation, by the government.

At the same time, amendments to article 1001 of the Civil Code envisage that person, who was reason for organization of anti-terrorism operation, will pay damages caused by the anti-terrorism operation.

The draft law “On introduction of changes and amendments to the law “On radio frequency spectrum” was considered by the MPs. The document stipulates increasing level of security and use of radio frequencies, as well as responsibility for violations of the rules of use of radio frequencies.

MPs discussed a draft law “On introduction of changes and amendments, as well as abolishment of some legislative acts of Uzbekistan in connection with strengthening rights of private property”.

The draft law was developed to clarify notion of private property and its differences from non-governmental property, ensure priority of private sector in economy, its support and inviolability.

In line with the legislation of Uzbekistan, private property has similar notion with non-governmental property, or property, which has no relation to the government.

The draft law amends Criminal Code, Code of administrative responsibility, Civil Code, Tax Code and other legislative documents. The document is directed at strengthening protection of private property and related mechanisms on use of rights and guarantees of entrepreneurship activities.

MPs discussed a draft law “On introduction of changes and amendments to Code of Uzbekistan on administrative responsibility”.

The document is aimed at protecting rights of citizens, who do not consumer alcohol products, via increasing fine for consumption of alcohol products in public places and transport and decreasing harmful impact of alcohol.

The draft law will also help to prevent and decrease consumption of alcohol and tobacco products among citizens, including youth, via banking promotion of alcohol and tobacco goods.

Factions of political parties and MPs Group of Ecologic Movement of Uzbekistan made proposals on improving draft laws based on interests of their voters.

Factions of political parties and MPs Group of Ecologic Movement of Uzbekistan developed their positions of the documents, which will be presented at the plenary session of the Legislative Chamber of Oliy Majlis of Uzbekistan.
