Creation of Day Labor Centers is planned in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan plans to provide social support to citizens who are informally employed in temporary one-time jobs, protect their rights and interests and provide them with active employment services.

A draft resolution of the Cabinet of Ministers on measures to organize the activities of day work centers was published on the regulation.gov.uz portal. The project was initiated by the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.

The proposal of the Ministry of Employment and Labor Relations, the Council of Ministers of the Republic of Karakalpakstan, regions and khokimiyats of Tashkent city on the reorganization of bureaus for providing temporary one-time work as Day Labor Centers operating in the form of a branch at some district (city) Employment Support Centers may be approved.

The main tasks of the Day Work Centers will be as follows:

provision of services to registered citizens when hiring for temporary one-time work;

providing services to employers, individuals and legal entities when hiring registered citizens to perform temporary one-time work, including receiving applications; registration of citizens performing temporary one-time work as self-employed, and creation of conditions for obtaining a certificate in electronic (paper) format;

free publication of activities (services) carried out by citizens performing temporary one-time work, at their own request, in the form of advertising, in the media, including via the Internet;

regular familiarization of citizens seeking temporary one-time work with vacant (vacant) places in enterprises and organizations, and providing support in their employment;

attraction of persons engaged in temporary one-time work to paid public works, provision of services for organizing vocational training (retraining and advanced training), allocation of subsidies at the expense of the state employment support fund;

holding job fairs with the participation of interested employers and persons seeking temporary one-time work;

lease tools (welding machines, perforators, devices for processing plants, carpentry, locksmith and construction equipment, etc.), personal protective equipment and special clothing to citizens engaged in temporary one-time work; 

on the basis of applications from persons engaged in temporary one-time work, protection of their labor rights and ensuring labor protection;

advising and providing methodological assistance to employers and persons engaged in temporary one-time work on the observance of labor legislation and labor protection, conducting explanatory campaigns in terms of preventing accidents and getting injured during work;

creation of the necessary social conditions for citizens looking for temporary one-time work; maintaining public order, preventing violations of the law by citizens performing temporary one-time work.

The Ministry of Employment and Labor Relations, together with the Ministry of Information Technology and Communications Development, will launch the Mening ishim online application exchange platform within six months.

In this case, the following will be envisaged: obtaining information on the types of activities (work, services) of self-employed citizens; obtaining information about the individuals and legal entities applying for the types of activities (services, works) of self-employed citizens; advertising of activities (services, works) of self-employed citizens; conclusion of a day and long-term offer agreement between self-employed citizens and enterprises in need of their services; creating an opportunity to assess the quality of the work (services) provided and employers to give their opinion; creation of a mobile application that functions in smartphones, tablets and other mobile devices.
