CERR and UNDP conducted training on developing RIA indicators

Tashkent, Uzbekistan (UzDaily.com) - On 13-14 February 2020, the Center for Economic Research and Reforms (CERR) under the Presidential Administration of the Republic of Uzbekistan jointly with UNDP “Promoting the Modernization of Lawmaking, Rulemaking and SOVAZ” held a training seminar on the topic: “Methods development of success indicators for the implementation of national programs and legal acts”.

The event was organized with the assistance of the British Embassy in Uzbekistan.

Representatives of the Senate of the Oliy Majlis and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the Ministry of Justice, the Ministry of Finance, the Academy of Public Administration under the President of the Republic of Uzbekistan, the Tashkent State Law University, UNDP, the British Embassy and other interested ministries and departments, and responsible officials participate in the training seminar.

The purpose of the training seminar is to improve the skills of specialists of ministries and departments on the application of methods for developing indicators of success in implementing national programs and assessing the regulatory impact of legislative acts. For this, experienced international experts were involved as trainers.

This seminar is a logical continuation of a series of events devoted to improving norm-setting activities, studying the experience of foreign countries in the development, adoption and assessment of the regulatory impact of regulatory acts.

The significance of this topic is caused by the tasks set out in the Message of the President of the Republic of Uzbekistan to the Oliy Majlis. In particular, the head of state noted: “When improving the legislation, what matters most to us is not the fact of the adoption of new laws, but what benefits the new laws will bring to people and how they will make their lives easier.”

One of the key tasks of improving the system of state and social construction, one of the key tasks of improving the system of state and social construction, was determined by the Strategy of Action in five priority areas of the development of the Republic of Uzbekistan in 2017-2021, aimed at strengthening the influence of the laws adopted on the course of socio-political, socio-economic, judicial and legal reform.

On the first day of the training seminar, issues of strategic planning and management by results in the public sector, the formation of indicators of strategies (programs) for the development of public sector sectors / strategies for the development of territories, the experience of developed and developing countries in the application of regulatory impact assessment, as well as standard errors in assessment of regulatory impact and methods for their elimination.

On the second day, the participants discussed the analysis of benefits and costs in the framework of regulatory impact assessment (RIA) and actual impact assessment (AIA) in the social sphere. During the training, the case study “Expediency of limiting the felling of certain tree species” was carried out, where participants studied the positive and negative sides of this case.

During the training workshop, participants expanded their skills on methods of organizing effective communication with various related groups in the framework of regulatory impact assessment and involving the general public in the assessment of actual impact.

The theoretical part of the training seminar was supplemented by practical group exercises.

In conclusion, the participants in the training seminar emphasized that national and international practice indicates that conducting regulatory impact assessments eliminates inefficient regulation and removes administrative barriers that impede investment and entrepreneurial activity by building a constructive dialogue between business and government in order to engage the business community in improving the business environment in the country.

As a result of the training seminar, a number of proposals and recommendations were developed aimed at improving the system for assessing the regulatory impact of legislative acts.
