Central Bank Clarifies New Security Measures for Fintech

Tashkent, Uzbekistan (UzDaily.com) — The Central Bank of Uzbekistan has clarified the implementation procedures for new security requirements regarding remote financial services, which are set to take effect on 22 April.

According to the regulator, the widespread belief that banking applications will become unusable if a phone number does not match the account owner's name is incorrect. The new regulations primarily affect only new clients registering after the specified date.

The system will verify the alignment of the phone number, individual taxpayer identification number (TIN), and bank card. If these data points match, users will be able to continue using applications without any restrictions.

Furthermore, the use of phone numbers registered in the name of close relatives—including parents, siblings, spouses, and children—is permitted. In such instances, no additional restrictions will be applied. Constraints may only be imposed if a phone number or bank card is registered to a third party with no documented connection to the user.

The Central Bank emphasized that no changes are planned for existing users; the new requirements are fundamentally aimed at individuals connecting to financial services after 22 April.
