Carrier’s civil liability is subject to compulsory insurance

It was attended by deputies, representatives of relevant ministries, committees, agencies, state inspections, organizations specializing in the sphere of insurance and transportation of passengers, the press service of the Legislative Chamber said.

Chairman of the Committee on the Issues of Industry, Construction and Trade of the Legislative Chamber of the Oliy Majlis B.Niyozmatov and others noted that the constant attention paid to the development of road infrastructure and the system of transport and communication infrastructure is an important factor of improving the welfare of people and enhancing the economic potential of the country.

New roads, modern bridges are being build an all regions of the country and existing are reconstructed at the level of world standards. The sphere of passenger traffic is also developing. Constant attention is paid to the safety of passengers’ transportation and cargo on the roads and railways built at the level of international standards, ensuring the safety of air lines and improving the quality of passenger service.

Innovations in various spheres, further development of transport and communication systems and social insurance services require further improving of legal framework in this sphere.

The program of events for 2011-2015 on development of the sphere of microfinance and further development of non-banking sphere approved by the Decree of the President of the Republic of Uzbekistan №1438 of November 26, 2010, identified priorities in this direction. In developing the draft law on the basis of these tasks, the experience of developed countries is deeply studied.

- Today, mechanism for carriers liability insurance in order to protect the interests of passengers in the process of their transit is widely used in the developed countries of the world, - said the deputy of the Legislative Chamber of the Oliy Majlis Akmaljon Umaraliev. - Indemnification by the shipping company by insurance in case of injury to life, health and property of passenger using the road, river, rail and air transport is established. This system is on the one hand creates convenience for a passenger, on the other hand, serve to the development of the insurance market and transport infrastructure, improving the quality of services in this sphere, protection of property interests of companies and organizations carriers.

Roundtables, seminars with participation of experts and representatives of interested organizations, insurance companies and entrepreneurs are organized and held in order to improve this draft law, promoting its role in protecting human interests and further prosperity of society at places. The mass media is transmitting speeches of deputies, scientists and experts.

At the meeting, itemized discussion of the draft law was held. Concluded questions, suggestions were summarized. Suggestions on further improvement of the draft law, ensuring participation of civil society institutions and NGOs in this process were also made.
