Tashkent, Uzbekistan (UzDaily.com) -- A presidential resolution “On measures to further simplify the regulation of passenger transportation by road” was adopted.

According to the resolution, from 15 May 2021 until the end of 2022, an experiment will be carried out to simplify the regulation of activities for the carriage of passengers by road. Wherein:

- activities involving the carriage of passengers by light vehicles with no more than four seats in addition to the driver’s seat are included in the list of activities that individual entrepreneurs can engage in;

- activities for the carriage of passengers by light vehicles are carried out by individual entrepreneurs on the basis of a license card;

- a license card is issued to individual entrepreneurs who have reached the age of 21 and whose management has a road transport that has been operated for no more than 10 years at the time of filing an application through the information system "License";

- individual entrepreneurs engaged in the carriage of passengers by road must undergo a technical inspection of the vehicle at service stations accredited by the State Unitary Enterprise "Accreditation Center" at least once every 6 months;

- individual carriers must undergo a monthly medical examination at special checkpoints organized by business entities that provide interactive customer search services for passenger carriers (aggregators);

- it is not allowed to hire employees by individual carriers to carry out activities for the carriage of passengers by road;

- until 1 September 2021, the state duty for the state registration of individual carriers is not charged;

- the state duty for the issuance of a license card from individual carriers is levied once a year in a one-time amount of the basic calculated value. At the same time, no fee is charged for the provision of public services;

- individual carriers pay tax on the income of individuals at a fixed rate at the rate established for individual entrepreneurs engaged in the carriage of goods by road with a carrying capacity of up to three tons.

According to the resolution, from 1 September 2021, individual carriers operate exclusively using the services of aggregators.

Line taxis owned by legal entities are entitled to:

- stop for embarkation and disembarkation of passengers on the territory of the traffic sign "Stopping is prohibited", including in the territories adjacent to airports and train stations;

- free entry for boarding and disembarking passengers to paid parking lots of airports, railway stations, bus stations, building materials markets, dehkan and clothing markets, shopping malls run by local government authorities;

- movement in a special lane allocated for route vehicles.

Until 1 January 2023, the current requirements established for the color and special serial state number plate of vehicles used for the carriage of passengers are suspended.

Also, for linear taxis, the requirements for the installation of a green light located in the upper right corner of the windshield of motor vehicles, a meter (taximeter) and radio communication equipment, as well as a cash register are canceled.

In addition, for linear taxis owned by legal entities, as well as individual carriers, the following requirements are being introduced:

installation of an orange lantern on the roof of a motor vehicle with the “TAHI” identification mark;

availability of devices with special applications for making payments, as well as electronic recording of mileage (including mobile phones, tablets);

the presence of an information plate on the instrument panel of road transport indicating the state number of road transport, a document on registration as an individual entrepreneur (or a license / license card for carrying out this type of activity) and the driver’s phone number.
