A regular meeting of the Council on Tariff and Non-Tariff Regulation of Foreign Trade takes place

Tashkent, Uzbekistan (UzDaily.com) -- On 21 September 2020, a regular meeting of the Council on Tariff and Non-Tariff Regulation of Foreign Trade was held under the chairmanship of Deputy Prime Minister - Minister of Investment and Foreign Trade of the Republic of Uzbekistan Sardor Umurzakov.

For reference: The Council on Tariff and Non-Tariff Regulation of Foreign Trade was formed in accordance with the decree of the President of the Republic of Uzbekistan from 28 January 2019 No. PP-4135 "On the organization of the activities of the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan."

The main tasks of the Council are:

- study of international experience and development of proposals for the establishment of rates of customs duties and the application of non-tariff regulation measures in the implementation of foreign trade activities;

- development of proposals for the further improvement of the system of tariff and non-tariff regulation, as well as participation in the formation of proposals for changes and additions to the existing system of privileges for customs payments;

- preparation of proposals for improving the Commodity nomenclature of foreign economic activity of the Republic of Uzbekistan and the rules for classifying goods

During the meeting, the sides discussed issues of reducing the rates of import customs duties imposed on technological equipment and components used in the textile industry.

The prospects of zeroing the recycling fee for certain commodity items were also studied and the appeals of economic entities regarding changes in import customs duties on a number of product names were considered.

Particular attention was paid to measures to further improve the classification of HS codes for component parts, including those intended for assembly production.

Also, an analysis of the effectiveness of measures taken by certification bodies to optimize imports was carried out and proposals for their further improvement were developed.

The members of the Council noted the need to apply a unified conceptual approach in developing such mechanisms to ensure a transparent competitive environment in the domestic and foreign markets, aimed at further deepening mutual trade with partner countries.

At the same time, special attention will be paid, in particular, to the adoption of effective measures to improve technical regulation and technical regulations of products and production processes in accordance with international standards.

Following the meeting, the Secretariat of the Council was instructed to form a working group whose task will be to develop proposals for the introduction of a fundamentally new system of foreign trade regulation, which provides for the use of more flexible mechanisms for making operational decisions in the field of foreign economic activity.
