A group of MPs prepare request to Cabinet of Ministers about Autotest

Tashkent, Uzbekistan (UzDaily.com) -- A group of MPs of the Legislative Chamber of the Oliy Majlis of Uzbekistan prepared a request to the Cabinet of Ministers regarding the decision on upgrading qualifications of drivers of legal entities every two years.

In September 2017, the Government adopted a resolution according to which drivers of vehicles belonging to legal entities are required to conduct training sessions every two years on the basis of Avtotest training facilities.

From 1 July, drivers of legal entities without Avtotest certificate will be attracted to administrative responsibility.

Member of the faction of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan (UzLiDeP) Rasul Kusherbayev noted that the proposal to send the request was put forward by MP Kadyr Juraev, Gazeta.uz reported.

Number of MPs supported proposal of Juraev and it was decided to prepare a collective deputy request, Kusherbayev said.

The deputy questioned why the right to certificate drivers handed to one legal entity, which creates monopoly in the market. He also questioned period of validity of certificate.

Kusherbayev recalled the words of the President of Uzbekistan that it is necessary to put an end to practice of granting of privileges and preferences to individual entrepreneurs. “However, here we see a movement in the opposite direction,” the deputy added.

According to him, work is under way to study the world’s experience and examine alternatives to the approved decision, which can be offered to the government.

Rasul Kusherbayev added that during meetings with citizens, drivers, entrepreneurs and specialists express dissatisfaction with this decision.

Deputies also examined the statement in the resolution, which states that in the most cases drivers of legal entities become participants in road accidents. The facts show that this is not true.

After submitting a deputy request, the Cabinet of Ministers of Uzbekistan must give a reasoned response within 10 days.
