A discussion of the draft law "On Innovation Activities" in the mode of videoconference takes place

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Innovative Development and the Legislative Chamber of the Oliy Majlis held a videoconference on the draft law "On Innovative Activities", which was submitted to the next plenary meeting of the Legislative Chamber.

It was attended by the heads of the Ministry of Innovative Development, deputies of the Legislative Chamber of the Oliy Majlis. The videoconference participants considered this bill, consisting of 5 chapters, 39 articles.

Work under quarantine requires the introduction of a new, effective form of organization of their activities by state bodies. Extensive coverage of the work to prevent the spread of coronavirus requires meetings on a variety of topics, including meetings to discuss bills, in the form of remote online communication.

The bill proposed for discussion was prepared in pursuance of paragraph No. 3 of the Decree of the President of the Republic of Uzbekistan No. UP-5308 of January 22, 2018 “On the state program for the implementation of the Action Strategy for the five priority areas for the development of the Republic of Uzbekistan in 2017 - 2021 in the Year of Support for Active Entrepreneurship,” innovative ideas and technologies.”

Currently, in the legislation of the republic there is no single legislative document regulating relations in the field of innovation. There are no generally accepted concepts in the field of innovation and innovation, concepts about the composition of participants and their interaction in this process, about the effective organization of mechanisms for testing, introducing scientific developments and mastering them in industry.

The adoption of the law will ensure the establishment of the legal framework and legal powers for effective cooperation in the field of innovation and all its participants, determine the rights and obligations of the subjects of innovation, as well as allow for the wide organization of innovation.

Moreover, the approval and adoption of the bill will also allow to consider a number of regulatory legal acts regulating legal, economic and organizational relations in the field of innovation and innovation, as well as to intensify the process of implementation and commercialization of the results of scientific, scientific, technical and innovative activities.

The draft law was considered in accordance with the requirements of norm-setting by the Committee on Innovative Development, Information Policy and Information Technology of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and the Ministry of Innovative Development.
