A cluster for the development of karakul breeding is being created in Uzbekistan.

Tashkent, Uzbekistan (UzDaily.com) - Until 1 July 2021, karakul breeding clusters will be organized in all regions in Uzbekistan where there are pastures. They will breed pedigree small cattle with the formation of a fodder base, create enterprises for slaughtering livestock, processing wool and skins, producing meat and dairy products, semi-finished products and finished products.

According to the Presidential Decree signed on 2 September, such clusters are:

receive on lease pastures intended for breeding Karakul sheep, including on the lands of the forest fund, not covered with forest;

are obliged to effectively use pastures, preventing their degradation, to breed thoroughbred small ruminants using scientific and innovative approaches, to organize deep processing of raw materials and production of products with the establishment of cooperation ties between cluster members;

should closely cooperate with the Research Institute of Karakul Breeding and Desert Ecology and the Bukhara Research and Production Center for seed production of steppe and pasture forage crops;

from 1 January 2021, they can receive subsidies for the reconstruction and construction of new mine and vertical wells (wells), a pumping station for pumping water - up to 120 million soums (see paragraph 2 of the PP-4567 dated 17 January 2020).

Additional financial support is provided for members of the Republican Association "Korakulchilik":

a) cluster members - compensation at the expense of the State Fund for the Support of Entrepreneurship to cover interest expenses on loans. The amount of compensation is 50% of the interest rate established by a commercial bank, but not more than 10 percentage points. Compensations are provided regardless of the volume, number of projects and the type of currency for bank loans issued in 2020–2023. to finance projects on:

purchase and breeding of pedigree small ruminants;

slaughter of livestock, the formation of a forage base;

the production of semi-finished products and finished products, including meat and dairy products, processing of wool and hides;

construction and reconstruction of buildings and modernization of production facilities;

b) subsidies at the expense of the State Fund for the Promotion of Employment to cover the cost of purchasing machines for manual work - 10 BRV for each machine, with the condition of creating at least 1 job.

Until 1 July 2021, the newly created clusters will be allocated land for the formation of a fodder base - from the agricultural land put into circulation. Until 1 October 2020, the Karakul Breeding Development Fund will receive the remaining amount of budget funding in accordance with PP-4420 from 16 August 2019.

To implement the measures provided for by the document, the following are created:

firstly, the Committee for the Development of Sericulture and Karakul Breeding (Committee), which will, in particular:

a) allocate pastures to clusters in the following order:

all pastures intended for breeding Karakul sheep are transferred to the Committee, which then independently leases them to clusters, including at a zero rate;

State Forestry Committee leases pastures on the lands of the forest fund not covered by forests to the Committee at a zero rate, and the latter leases them to clusters, including at a zero rate;

Thus, in order to create a cluster, the initiator must conclude an agreement with the Committee and the Scientific Research Institute of Karakul Breeding and Desert Ecology, as well as assume the above obligations.

b) participate in the state certification of livestock breeding entities and the issuance of certificates on the status of livestock breeding farms (in the part related to karakul breeding);

secondly, the Commission for the Inventory and Study of the Condition of Pastures Designed for Breeding Karakul Sheep. Determined that:

a complete inventory must be carried out by 15 October 2020;

for the preparation of cadastral passports and registration of cadastral documentation for pastures transferred to the Committee for permanent possession, no fee is charged;

by 1 November 2020, the regional authorities, based on the results of the inventory, must transfer the pastures intended for breeding Karakul sheep into the permanent possession of the Committee.

From 1 January 2021, when exporting silk waste through the customs border, including silk wool, and raw silk (TN VED codes - 5002 and 5003), a fee is charged - US$0.05 per 1 kg. The amount collected in full goes to the Fund for the Development of Sericulture, created under the Association "Uzbekipaksanoat".
