23 Trillion Soums Allocated for Mortgage Lending in 2026

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved new measures to improve housing conditions for citizens and develop the mortgage market.

According to the Presidential Decree of 24 February 2026, “On the Effective Organization of Apartment Construction and Acceleration of Housing Provision,” systemic reforms in the housing sector will continue, with regulation of apartment construction considering urbanization trends and stimulation of mortgage lending.

For 2026, 23 trillion soums is allocated for mortgage lending: 12.3 trillion soums from the state budget, 7.7 trillion soums from commercial banks, and 3 trillion soums from companies. The maximum mortgage loan has been increased by 15%, reaching 480 million soums in Tashkent and 380 million soums in other regions.

Target construction volumes for apartment buildings are set: by 2040, the housing stock should double to 280,000 apartments, including 170,000 under renovation programs, 80,000 in “New Uzbekistan” districts, and 30,000 in other regions. Annual housing delivery is planned at 140,000 apartments in 2026, 150,000 in 2027, and 160,000 in 2028. The number of “New Uzbekistan” districts is expected to grow from 56 to 120 units by 2040, while the share of renovated apartments will increase from 15% to 60%.

Land plots for apartment construction from 2026 will be provided via auctions as “construction-ready.” A total of 3.8 trillion soums is allocated for construction in “New Uzbekistan” and other areas, including 600 billion soums from the budget.

This year, 30,000 citizens will receive new notifications for mortgage subsidies, with 2.7 trillion soums allocated for down payments and interest support.

A new “targeted mortgage savings” mechanism is introduced to encourage citizens to accumulate funds for housing purchases. The Mortgage Refinancing Company will receive an increase in authorized capital of 250 billion soums in 2026.

Proposals are being developed to attract commercial bank resources for mortgage lending with partial interest compensation from the budget, based on international experience.

Citizens are now allowed to register at their place of residence and at the location of the purchased property based on the owner’s application and the bank’s consent. It is estimated that over 20,000 citizens currently face registration issues, a number that is growing.

The decree aims to ensure sustainable housing provision, further develop the mortgage market, regulate housing construction, and expand mortgage lending opportunities in Uzbekistan.
