Work to achieve the most important performance indicators in international rankings and indices discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 9 November 2020, a regular meeting of the Republican Council for work with international ratings and indices was held.

The session, chaired by the Chairman of the Senate of the Oliy Majlis, Chairman of the Republican Council for Working with International Ratings and Indices Tanzila Narbayev, was attended by senators, members of the Council, chairmen of the standing commissions of the Jokargy Kenes of the Republic of Karakalpakstan, regional and Tashkent city Kengash of people’s deputies, scientific research institutions, higher educational institutions, non-governmental non-profit organizations.

It was noted that today the attention of the international community and many rating agencies is riveted to Uzbekistan. They assess the reforms being carried out in our country.

Recently, a world annual rating on "Global Law and Order" of the international research institute "Gallup" was announced, in which Uzbekistan scored 92 points out of 100 and entered the ten safest countries in the world.

In addition, for the first time, our country is recognized in the indices regulating the limitations of competitive industrial productivity, global innovations, and foreign direct investment.

In the published report of the World Bank on the results of indicators of quality of governance at the end of 2019, Uzbekistan achieved growth in all six structural indicators.

During the meeting, the information of the Minister of Finance T. Ishmetov and the Minister of Justice R. Davletov, the working bodies of the Council, on the work done in the third quarter of 2020 to improve the position of the Republic of Uzbekistan in priority international ratings and indices in the socio-economic and political and legal spheres were heard.

In addition, the continued low rating of our country for some structural indicators, for which the ministries and departments are responsible, as well as ineffective efforts to improve them, were criticized.

At the same time, the activity of research institutes assigned to individual international ratings was critically discussed.

In particular, the tasks of implementing the methodological and other structural parts of international ratings into legislation, expert analysis of regulatory legal acts and their projects from the point of view of increasing the position of our country in international ratings are not being fulfilled.

During the meeting, they also criticized the failure to fully fulfill the tasks of identifying the main factors that cause the low indicators of our country in international ratings, the development of national indices based on the criteria and indicators of priority international ratings for self-assessment. The work of research institutes in this direction, assigned to individual international ratings, was recognized as unsatisfactory.

In addition, they noted the need to unify documents within the framework of the activities of specialized structural units of ministries and departments responsible for working with international ratings and indices, introducing standard forms, constantly improving knowledge, skills and qualifications of specialists.

In addition, instructions were given on the development of a program of organizational measures for 2021 to improve the position of the Republic of Uzbekistan in priority international rankings and indices related to the socio-economic and political-legal spheres.

An agreement was reached on the introduction of a mechanism for the allocation of targeted grants for the development of scientific and practical projects aimed at dramatically improving the indicators of the Republic of Uzbekistan in international ratings and indices, their structural indicators, which are priority for our country.

At the same time, the meeting discussed the issue of introducing for the heads of specialized structural units of ministries and departments and officials of local government bodies of special practical training courses aimed at improving the country’s performance in the ratings based on project management in accordance with international standards.

Taking into account the opinions and proposals of the members of the Council, a corresponding decision of the Council was adopted.
