Tashkent, Uzbekistan (UzDaily.com) -- At the thirty-third plenary session of the Senate, the results of studying the work done to create new jobs and ensure employment in the Republic of Karakalpakstan and Khorezm region were discussed.
At the meeting, it was noted that within the framework of parliamentary control, the Senate is constantly studying work in the regions to create new jobs and ensure employment for the population.
It was noted that with the support of khokim’s assistants, youth leaders and women’s activists in mahallas, labor authorities provided employment services to 583.4 thousand able-bodied persons, employment was provided for 291.3 thousand of them.
23.9 thousand unemployed citizens included in the "iron notebook", "women’s notebook" and "youth notebook" received subsidies in the amount of 58.2 billion soums. In particular, in the Republic of Karakalpakstan, 23.8 thousand citizens and Khorezm region 46.8 thousand citizens became self-employed in 70 areas of activity.
In our country, new effective mechanisms are being introduced to ensure the employment of unemployed citizens, especially women and graduates who have entered the labor market for the first time, and their wide involvement in entrepreneurship, as well as reducing informal employment.
From 1 November, the number of activities of self-employed persons has increased by another ten. From 2023, the amount of social tax will be reduced for individuals who have labor relations with individual entrepreneurs. Citizens engaged in up to ten types of activities on a personal plot of land are also given the opportunity to have a guaranteed work experience.
It was noted that these opportunities should be widely used in these regions as well.
During the discussion, the senators, along with the positive work, also focused on the shortcomings and problems in these areas.
It was noted that in the Kengashes of people’s deputies of cities and regions, following the results of each month, the work to create new jobs and ensure employment for the population was not systematically discussed.
Until now, there are discrepancies between the information provided by the ministries and departments of the republic, as well as khokimiyats of the regions. The task of eradicating repetitive figures when generating a report on jobs, ensuring compliance with the electronic database of the tax authority and the Unified National Labor System (UNST) has not been completed.
In some mahallas, the work of assistant khokims in providing employment for the able-bodied population is not at the proper level.
The work on using the provided opportunities to create more favorable conditions for the intensive development of handicrafts has been set in motion. Entrepreneurs who have ceased activities in this direction are also indicated in employment reports. In addition, the reports indicate that apprentices are assigned to artisans who have ceased their activities.
The work on the organization and state registration of dekhkan farms on land plots sold through an auction is unsatisfactory.
During the discussions, the senators also gave recommendations to the district (city) Kengashes of people’s deputies on creating new jobs, studying on the basis of the system of work in the context of mahallas and critically discussing employment issues at sessions.
The corresponding resolution of the Senate was adopted on the considered issue.
