Tashkent, Uzbekistan (UzDaily.com) - On 21 December this year, a meeting of the Senate Committee on Defense and Security was held at the Academy of the Armed Forces.
The meeting heard information from the Minister of Defense. In addition, the results of the study of the state of implementation of the Law of the Republic of Uzbekistan "On General Military Duty and Military Service" conducted by members of the Committee in December this year in terms of organizing and conducting military service under contract in the Department of Defense Affairs and military units of the Khorezm region were discussed.
In particular, during the hearing of the information of the Deputy Minister of Defense H. Karshiev on the status of the fulfillment of tasks for the development of the Armed Forces and the military development of the country, as well as the passage of military service and ensuring military security during 11 months of 2021, the following was found out.
In order to further improve the control system of the Armed Forces, a draft presidential decree “On approval of the Concept for the construction and development of a unified control system for the Armed Forces of the Republic of Uzbekistan until 2030 based on digital automated systems” has been developed.
In order to maintain the troops of the Ministry of Defense in constant combat readiness, more than 1,100 surprise inspections were carried out, directly close to real combat situations.
As a result, the number of operational training activities has doubled compared to last year, and the training of command personnel has also increased.
To ensure high-quality conduct of combat training for servicemen and create decent conditions of service, 20 training grounds were created, equipped with a modern educational and material base. Twelve of them were built in accordance with international requirements and are aimed at holding military competitions in various areas and improving the professional training of specialists.
In addition, the holding of repeated from year to year classes was stopped, 4 days in a row a week were focused only on combat training, and the quality and quantity of practical training increased.
During the reporting period, based on the experience of NATO armies, 45 km of complex corridors were built at 6 training ranges. In these complexes, the entire personnel of reconnaissance, special and airborne units underwent difficult tests in conditions of severe physical and psychological pressure.
In 2021, the Ministry of Defense carried out systematic work to further improve the activities of higher military educational institutions and raise the personnel training system to a new level, bringing it in line with educational standards.
The Academy of the Armed Forces has been improved in accordance with new international standards, taking into account the experience of leading higher educational institutions. As a result, the scientific potential of the Academy reached 51%.
As a result of a radical reform of the education system in the “Temurbekov School”, the admission of graduates to higher and higher military educational institutions over the past 5 years has increased from 17% to 98%.
In addition, about 300 military personnel of the Ministry of Defense were trained and trained in higher military educational institutions and training centers in Russia, the USA, Turkey, Germany, China, Pakistan, India, Belarus, Italy, Great Britain, and South Korea.
Together with local khokimiyats in each region, a comprehensive program of measures has been developed to educate the population and youth in a military-patriotic spirit, and to strengthen civil position.
In particular, 3250 organized and unorganized youths and schoolchildren of the 11th grade were trained in military units and at training grounds, participated in demonstration of military equipment and got acquainted with the life of military personnel, and a “Patriotic caravan” was organized for them.
After that, the members of the Committee discussed the results of the study of the state of work on the implementation of the law in the Department of Defense Affairs and military units of the Khorezm region, carried out in December this year.
In the course of the study, mechanisms were introduced to conduct, without bureaucratic barriers and other serious offenses, the qualifying stages for entering military service under a contract and military service.
Special attention is also paid to the issues of social protection of servicemen and members of their families in the region, the creation of the necessary conditions for their residence and service.
The construction of a new multi-storey residential building for military personnel, designed for 40 apartments, is underway. Servicemen who are not provided with housing are paid compensation for renting housing.
Along with the positive work, it was revealed that there are urgent problems in the region that negatively affect the effectiveness of the implementation of the law.
In particular, due to lengthy repairs in military unit 49093, the effectiveness of the training remains low. According to the military prosecutor’s office, there are cases of violation of the law related to the protection of the life and health of servicemen, construction and repair work, as well as the activities of food service and clothing and financial support of military personnel in the military units of the region and the department for defense affairs and its district (city) subdivisions, as well as a number of other shortcomings.
Based on the above, the relevant decision of the Senate Committee on Defense and Security Issues was made.
