Tashkent, Uzbekistan (UzDaily.com) -- At the thirty-sixth plenary session of the Senate, the Law "On Technical Regulation" was discussed.
It was noted that this Law was developed in order to improve the legal regulation of existing relations in practice based on the experience of foreign states and recommendations of international organizations.
In particular, the Law serves to bring products into line with international safety requirements, increase the level of responsibility of manufacturers, sellers and importers for low-quality products, strengthen state control aimed at preventing the sale of dangerous products on the market, and improve the quality and competitiveness of domestic products.
The law introduces the practice of test purchases. Now control over the safety of products can be carried out not only at the enterprise itself, but also at retail outlets. This ensures the delivery to consumers of high-quality, safe products that meet the requirements of technical regulations.
At the same time, a system for the exchange of information about low-quality products between regulatory authorities will be established. The responsibility of foreign producers to domestic consumers is clearly established.
The obligations of the participants in the chain from the development of products to its delivery to the consumer, that is, the manufacturer, his authorized representative, the seller and the importer, and responsibility for their failure to comply with the mandatory requirements established by law and technical regulations are established.
In addition, the Law also stipulates the liability of the conformity assessment body and its officials who allowed the production of products that do not meet the requirements of technical regulations, or caused harm to the applicant, including unreasonably refused to issue a certificate of conformity, illegally suspended or terminated the certificate of conformity or declarations of conformity.
The procedure for notification of goods in circulation that does not meet the requirements of technical regulations is established. At the same time, the manufacturer, an authorized representative of the manufacturer, the seller or the importer, who became aware of the non-compliance of the products released into circulation with the requirements of technical regulations, is obliged to report this to the state control body, as well as the manufacturer within ten days from the receipt of this information.
The adoption of this Law will allow business entities to produce high-quality products based on modern and foreign standards, as well as provide the population with high-quality products and services.
The law was approved by the senators.
