Uzbekistan’s Embassy urges citizens to legalize their status in Russia before April

Tashkent, Uzbekistan (UzDaily.com) — The Embassy of Uzbekistan is urging its citizens residing in Russia without legal status to take immediate action to regularize their situation to avoid potential negative consequences.

According to the Presidential Decree of the Russian Federation No. 1126, issued on December 30, 2024, a register of controlled persons has been in effect in Russia since 5 February 2025. This register, maintained by the Ministry of Internal Affairs (MVD) of Russia, includes foreign nationals who have committed administrative violations related to migration laws.

Under this regulation, foreign citizens listed in the register must either leave Russia or, between 1 January and 30 April 2025, visit a regional MVD office, a branch of the Federal State Unitary Enterprise "PVS" of the MVD, or the Multifunctional Migration Center "Sakharovo" (for those in Moscow) to regularize their legal status.

According to the Russian MVD, foreign nationals covered by this decree will not face expulsion, detention in special facilities, or future entry restrictions into Russia during the "amnesty" period.

Individuals included in the controlled persons register are prohibited from:

– Purchasing and registering real estate and vehicles;
– Entering into marriages;
– Establishing legal entities or registering as individual entrepreneurs;
– Opening bank accounts and conducting financial transactions;
– Driving vehicles.

Additionally, underage foreign nationals residing illegally in Russia will be denied admission to educational institutions, including schools and kindergartens.

"The Embassy strongly urges citizens of Uzbekistan who are in Russia illegally to take immediate steps to regularize their legal status to avoid negative consequences," the diplomatic mission stated.

Citizens can check their legal status on the official website of the Russian Ministry of Internal Affairs.
