Uzbekistan to strengthen support to elder people, people with special needs

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan will strengthen support to elder people and people with special needs. President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures on further improving activities of Nuroniy Foundation on social support of veterans of Uzbekistan” and resolution “On additional measures on further improving system of state support of elder people and people with special needs” on 28 December 2016.

In official comments to the document, it was said that measures were adopted to improve material and technical base of 12 boarding schools for elder people and people with special needs “Sahovat” and “Murruvat” in 2010-2015.

Habitation conditions of over 14,600 elder people, pensioners and people with disabilities. At the same time, 5,400 people with special needs received technical means of rehabilitation and orthopedic products, 6,400 people with disabilities and elder people improved their health at sanatoriums. Total volume of provided medical and social assistance reached 32.2 billion soums

The presidential decree envisages renaming of Nuroniy Foundation to Foundation on support of public activities of veterans of Uzbekistan “Nuroniy” in the form of public union.

Central office of the foundation and its regional and district divisions will receive budget resources. The foundation will annually receive additional 10% of resources, received from Mahalla Foundation from charity hashars.

Uzbek leader ordered local administrations to create Nuroniylar maskani complexes in each district and cities by 1 September 2017, where branches of Nuroniy Foundation will be located.

The complex will include reading halls with books, entertainment room to play chess and checkers, physical training rooms, kitchen and medical room.

The presidential resolution envisages attraction of elder people and veterans in public activities directed at upbringing youth in the spirit of respect to national traditions, love to the Motherland and respect to elder people.

It is planned to introduce a position of consultant on affairs of elder people and veterans at the self-governing bodies.

About 30% of resources, annually used to rehabilitation of employees at sanatoriums of the Council of Trade Unions of Uzbekistan, will be directed to rehabilitation of pensioners, first of all world war veterans, veterans of labour front of 1941-1945. The employees can hand over their tickets to rehabilitate health of their parents.

The document said that 2.8 million elder people will undergo medical examination. Personal social workers will be provided to 15,500 elder people to improve quality and level of their lives.

Elder people will receive free medical orders for diagnostics and treatment. It is planned to provide orders to medical centers and regional medical establishments for over 158.8 billion soums.

Over 34,000 veterans of war and labour front, single pensioners and people with special needs will undergo rehabilitation at sanatoriums. About 18 billion soums will be directed to this direction.

Over 50,000 pensioners and people with special needs will be covered with free rehabilitation at sanatoriums thans to construction and equipment of three new sanatoriums in Bukhara, Kashkadarya and Khorezm regions for over 13.5 billion soums.

Inter-regional cardio-surgery centers to conduct surgery on hearts will be created in Andijan, Bukhara, Samarkand and Ferghana regions. About 9.7 billion soums will be directed to these institutions.

Over US$108.7 million will be directed to equipment of all regional (city) medical unions and institutions, regional cancer dispensers.

About 4,000 single elder people and people with special needs will receive free food products and hygienic goods for total sum of 3.2 billion soums each year.

Single and law-income elder people will also receive winter clothes and footwear, as well as agriculture products for winter for total sum of 6.4 billion soums.

Over 10,000 people with special needs will receive orthopedic products and rehabilitation equipment. The Government will allocate 2.5 billion soums to this.

The Government want to spend 207 billion soums to strengthen material and technical bases of 23 boarding houses for elder people and people with disabilities “Sahovat” and “Muruvvat”.

Overall, over 688.2 billion soums will be directed to finance the programme. It is also planned to attract loans and grants of international financial institutions for US$108.7 million.
