Uzbekistan to Strengthen Support for Intellectual Property

Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev of Uzbekistan has signed a decree on additional measures to stimulate intellectual property (IP) creation and expand the use of modern information and communication technologies in this sphere.

The document sets key goals for the development of IP in 2026–2027: increasing the number of registered IP objects to 100,000 and halving the examination period for registrations through the implementation of artificial intelligence technologies.

Based on the existing portals “Protection of Industrial Property” and “IP Protection” under the Ministry of Justice, a unified portal “Intellectual Property Protection” will be created. The portal will enable:

  • Submission of inquiries related to intellectual property;
  • Online conclusion of contracts connected to IP objects;
  • Publication of information about counterfeit goods and websites with restricted activity for IP violations.

Starting from 1 March 2026, court-imposed penalties for IP violations will affect entrepreneurs’ ratings, while the possession of trademarks and service marks will increase their scores. Duplicate IP documents (certificates, patents) will be issued online for a fee.

A badge “For Contribution to the Development of Intellectual Property” will be established, and training in the specialty “Intellectual Property Management” will begin at the National University of Uzbekistan in the 2026/2027 academic year, with at least four additional universities offering the program by 2029/2030.

From 2026, an annual national competition will be held in the following categories: “Best Invention,” “Best Utility Model,” “Best Industrial Design,” “Best Software Program and Database,” and “Best Breeding Achievement.” Winners will receive rewards: 1st place — 150 times the base calculation unit, 2nd — 125 times, 3rd — 100 times.

The decree creates conditions for accelerated development of the innovation economy, promotes the adoption of modern ICT, and strengthens the protection of intellectual property rights in Uzbekistan.
