Uzbekistan to Strengthen Control over the Safety of Construction Materials

Tashkent, Uzbekistan (UzDaily.com) — On 1 December 2025, President Shavkat Mirziyoyev signed a resolution “On Measures to Develop the Construction Materials Industry,” aimed at improving product quality and enhancing environmental safety in the construction sector.

Starting from 1 January 2026, a competition will be announced for young scientists working in the field of construction materials to participate in international research internships.

Additionally, scientific project competitions are planned for 2026–2028 with a total funding volume of 30 billion soums, intended to stimulate the development of innovative technologies in construction.

From 1 March 2026, an electronic registry of manufacturers and suppliers of construction materials deemed unsafe will come into effect. Data for the registry will be formed based on inspections of construction sites conducted by the Construction and Housing and Communal Services Control Inspectorate.

Enterprises whose products do not meet safety requirements will be excluded from participation in state procurement through the integrated “Technical Regulation” and “Transparent Construction” systems.

The resolution also introduces mandatory measures for recycling and disposal of construction waste.

From 1 February 2026, contractors and manufacturers will be required to send hazardous materials for recycling to specialized enterprises or designated waste disposal sites under contractual arrangements. Construction control and technical regulation inspectorates will integrate monitoring of these requirements into the Situation Center of the Committee for Ecology.

From 1 June 2026, the procedure for reuse, recycling, or disposal of construction waste will come into force. Project documentation must account for the volume of waste, collection points, and processing methods.

To minimize air pollution, contractors are required to take measures to eliminate dust and unpleasant odors in accordance with current urban planning standards and regulations.

The resolution is aimed at raising quality standards, protecting public health, and promoting environmentally safe construction practices in Uzbekistan.
