Uzbekistan to Reform Seed Quality Assessment System: QR Codes and Stricter Regulations Introduced

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan is overhauling its seed quality assessment system with the introduction of QR codes and stringent requirements. President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Measures for the Fundamental Reform of the Agricultural Crop Seed Quality Assessment System.”

The document provides for the implementation of a fundamentally new system aimed at enhancing transparency and reliability in seed quality evaluation. A key component of the system will be the labeling of seeds with digital QR codes, as well as the creation of a centralized registry of business entities engaged in seed production and sales.

The decree designates the state institution “Center for Agricultural Product Quality Assessment” as the sole authorized body responsible for evaluating seed quality. The center will carry out examinations of sowing qualities and monitor compliance with established standards.

Beginning from 1 January 2026, the Customs Committee will be prohibited from clearing any imported seed batches for free circulation under the customs regime if they lack QR-coded labels and a positive assessment confirming their suitability for planting.

Furthermore, from 2026 onwards, entrepreneurs who sell seeds without proper labeling and expert certification will face administrative penalties. Violations of the established procedure will result in fines of up to 150 base calculation units.

These measures are intended to improve the quality of seed material, protect the interests of farmers and producers, and strengthen the country’s food security.
