Uzbekistan to introduce the procedure for the introduction of the "Notebooks of Mercy"

Tashkent, Uzbekistan (UzDaily.com) – The Government resolution approved the Regulations on the implementation of the "Notebooks of Mercy" system aimed at comprehensive support for orphans and children deprived of parental care.

In accordance with the Regulations, orphans and children deprived of parental care are entered and removed from the "Notebook of Mercy" based on the decision of the khokim of the district (city).

The procedure for using the information system and entering information into the “Notebooks of Mercy” system is determined by the National Guard.

Until 1 February 2022, this information system will be put into practice.

Responsible for the formation of the "Notebook of Mercy" are the child protection sectors of educational institutions and khokimiyats of districts (cities).

Pupils of the following organizations are provided with direct data entry into the "Notebook of Mercy":

Orphanages, Children’s towns, Republican children’s educational institutions and Family orphanages in the system of the Ministry of Public Education;

Orphanages in the system of the Ministry of Health;

Association "SOS - Children’s Villages of Uzbekistan" - a system of alternative child care, youth support services and the prevention of social orphanhood - of their pupils and graduates;

Sectors for the protection of children in the khokimiyats of districts (cities) - orphans and children left without parental care, taken under their care (guardianship, patronage).

The problems (needs, interests) of children included in the notebook are studied in the appropriate order.

Work to support children included in the "Notebook of Mercy" is coordinated by:

Sector for the protection of children of the khokimiyat of the district (city) together with interested state bodies and organizations;

Secretariats for the protection of children of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent, together with interested state bodies and organizations;

Sector for Child Protection of the Cabinet of Ministers together with the concerned ministries and departments of the National Guard.

Orphans and children left without parental care, upon reaching the age of 25, are excluded from the "Notebook of Mercy", on the basis of an appropriate decision.

At the same time, persons excluded from the notebook must be provided with work and have housing.

In cases where employment is not secured, the period of registration in the "Notebook of Mercy" is extended until employment is provided, but not more than 5 years.
