Uzbekistan to Introduce KPI-Based Evaluation and Digital Monitoring of Civil Servants' Competencies from 2026

Tashkent, Uzbekistan (UzDaily.com) — A presidential decree has approved a new framework for organizing civil service in Uzbekistan, aimed at creating a professional, results-oriented, and modern corps of public servants. The document outlines the key directions of the reform planned for 2025–2026.

One of the core innovations will be the creation of a unified system for training and developing personnel in the civil service. This effort will be carried out in close cooperation with the Agency for Civil Service Development, the Academy of State Policy and Governance, and the El-Yurt Umidi Foundation.

Starting from 1 January 2026, individuals entering the civil service for the first time will sign a one-year employment contract. If their performance is deemed satisfactory, the contract will be extended indefinitely. The effectiveness of civil servants will be assessed based on key performance indicators (KPIs), and the data collected will form part of a continuous online monitoring system of professional competencies.

From 1 August 2025, competitions for managerial and auxiliary positions at all levels — from national to district — will be held exclusively through the Unified Portal of Vacant Civil Service Positions.

In parallel, the government is launching the “TOP-100” program — a large-scale initiative aimed at identifying and selecting promising new-generation leaders and managers. A Reserve of High-Potential Personnel will also be formed, composed of professionals with outstanding capabilities.

As of 1 October 2025, all domestic and international business trips undertaken by civil servants will be registered and analyzed via the unified digital module “Xizmat safari,” integrated into the “hrm.argos.uz” platform.

From 1 January 2026, a National Performance Rating of Government Agencies will be introduced to objectively assess the effectiveness of public institutions.

Additionally, from 1 September 2025, the “Civil Servant” mobile app will be launched. It will provide users with access to educational resources and new opportunities for professional development, while also enhancing communication and interaction among civil servants.
