Uzbekistan to Introduce Behavioral Correction Program for Individuals with Aggressive Tendencies

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan is set to launch a specialized correctional program aimed at modifying aggressive behavior in individuals who have committed or are prone to committing acts of violence and abuse. The initiative has been formalized by a resolution of the Cabinet of Ministers.

The programs will be tailored individually for each case with the involvement of specialists and “Inson” social service centers. They will include elements of psychocorrection—an active psychological and pedagogical intervention designed to eliminate personal distortions and behavioral deviations. The duration of each course will be up to one month.

Implementation of the program will be entrusted to local government bodies, as well as the ministries of labor, education, and healthcare. Additionally, mahalla women’s committees, youth, family and women’s affairs departments, and primary women’s organizations will also be engaged in the process. Psychologists from the official registry—comprising staff from budget-funded institutions or those contracted under grants—will be involved in designing and executing the program.

By October 1, the Ministry of Internal Affairs is required to compile a registry of psychologists authorized to participate in the development and delivery of these programs. Their candidacies will be submitted every six months by the ministries of preschool, school, and higher education, as well as by the ministries responsible for science, innovation, and healthcare. Experts from non-governmental organizations may also be included.

The development of an individualized intervention plan for the aggressor will be the responsibility of a prevention inspector, who must prepare the plan within two working days of issuing a protection order. The plan must then be approved by the local “Inson” center and ratified by the district deputy hokim and the head of the family and women’s affairs department.

Progress within the program will be recorded in the “E-tuzatish dasturi” module of the “E-ijtimoiy profilaktika” information system.
