Uzbekistan to improve activities of sanitary-epidemiology service

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan issued a resolution “On measures on further improving activities and system of providing skilled cadres to sanitary-epidemiology service”.

The document said that gradual reforming of healthcare system helped to form legislative base, diorected at preserving and strengthening health of population.

In the result of taken measures on ensuring sanitary and epidemiological welfare of the population, there were no cases of delivery of dangerous infections, polio, diphtheria, measles, neonatal tetanus. The rate of coverage of routine vaccination of children was 98.3%.

At the same time, Ministry of Healthcare and State Sanitary and Epidemiology Services, and their local branches, as well as local governments do not fully implement the laws “On protection of health of citizens and “On state sanitary supervision”.

The resolution said that methods of management, coordination and control over activities of sanitary-epidemiology services, its material-technical base and cadre potential.

The study of material-technical base of the centers for sanitary and epidemiology showed that special labs only equipped with modern equipments for 60-70%.

It noted that there are problems with selection of skilled cadres for sanitary-epidemiologic service. Staffing of the sanitary-epidemiologic service makes up 84.4% and 45% of doctors have no qualification category, including 30% of top managers. Negative phenomena such as the abuse of power and neglect of their professional duties were not eliminated.

In order to deepen reforms in healthcare and improve efficiency of the centers for state sanitary-epidemiologic supervision, selection of skilled specialists, the Cabinet of Ministers set an order, in line with which head doctors of the regional sanitary-epidemiologic centers sign work contracts for at least 5 years. Head doctors of the centers should undergo attestation once in three years, the resolution said. After five years, head doctors will be appointed to similar positions in other regions. If there are shortages in the work of the head doctor, the term can be shortened significantly.

Top managers will be provided with habitation if they are appointed to work in other regions or they will get compensation for rented habitation in line with the legislation.

The government outlined main directions of the activities of the centers of state sanitary-epidemiology supervision, which includes monitoring over sanitary-epidemiologic situation and radiation level in Uzbekistan, realization of measures on further strengthening health of population, preventing pollution of air, soil, water and foods.

The center should also improve system on protection of population from viruses and infections, control over implementation of sanitary norms and rules, etc.
