Uzbekistan to further strengthen anti-corruption efforts

Tashkent, Uzbekistan (UzDaily.com) — A Presidential Decree has been issued in Uzbekistan titled "On Measures for the Effective Organization of Priority Tasks Aimed at Further Improving the Anti-Corruption System."

In accordance with the Decree, a list of regulatory legal acts under development and a program of practical activities have been approved to ensure the implementation of tasks outlined at the expanded session of the National Anti-Corruption Council held on 5 March 2025.

To significantly increase the role of Parliament in the fight against corruption and crime, the Chambers of the Oliy Majlis have been recommended to annually identify corruption risks in the three ministries and agencies receiving the largest share of budgetary funds, and to propose measures to eliminate these risks.

Furthermore, a procedure will be established to assess anti-corruption plans presented by candidates for the positions of ministers and khokims (governors) when their nominations are reviewed by the Legislative Chamber of the Oliy Majlis and the Councils of People's Deputies.

The Parliament is also tasked with studying international experience and developing proposals to create a strong legal framework for effectively combating corruption in cyberspace. As part of the "Crime Prevention Week," which will be held from the 1st to the 5th of each month, working groups will visit "red category" mahallas (neighborhoods) to analyze the causes of crime in these areas.

Additionally, recommendations will be made to improve the efficiency of prosecutors and heads of law enforcement agencies, and proposals will be developed for enhancing legislation based on initiatives at the district, city, and mahalla levels.

To prevent corruption risks in the economy, the Decree stipulates that officials responsible for procurement with violations of the allowed price difference between goods or services purchased through government procurement and their average market prices will be held accountable.

From 1 July 2025, international anti-corruption standards will be introduced into large investment projects, along with a procedure for conducting expertise of the conditions for major auctions on competitiveness. The National Information System "Transparent Construction" will be further expanded and gradually implemented in projects involving international organizations.

By the end of 2025, measures will be taken to attract subcontractors for international tenders through the "Transparent Construction" system and to conduct local tenders valued up to US$2 million, funded by international financial organizations, within this system. Additionally, foreign contractors involved in international tenders will be required to execute at least 60% of the contractual value with their own resources.

By 1 January 2026, a system for evaluating all public services provided by ministries, agencies, and local khokimiyats will be implemented, with feedback collected from the population on a district and city level. Heads of ministries, agencies, and khokims whose actions are evaluated as "unsatisfactory" by the population will be held personally accountable.

Furthermore, an online platform based on artificial intelligence will be launched to allow citizens to receive answers to their questions in a convenient and accessible format via mobile devices.
