Uzbekistan to foster zero tolerance toward corruption in government bodies and organizations

Tashkent, Uzbekistan (UzDaily.com) — To ensure the independence and enhance the effectiveness of internal anti-corruption units within government bodies and organizations, the President of the Republic of Uzbekistan has signed a resolution outlining key directions and mechanisms for implementing these goals.

According to the document, internal anti-corruption units in government agencies and state-owned enterprises with at least 50% state ownership will be granted several key powers. These include the early detection and prevention of corrupt practices, as well as addressing the causes and conditions that enable them.

Special attention will be given to preventing corruption in the provision of public services, eliminating petty corruption, developing proposals for digitalization, and reducing administrative burdens.

A priority function will be conducting anti-corruption reviews of internal regulatory documents, with the authority to propose the elimination of corruption-prone provisions.

These internal units will report directly to the head of their respective institutions. Minimum standards have been set for the establishment of these structures to ensure a uniform approach and consistent performance.

The resolution introduces a legal experiment running until 1 January 2027. Under this pilot, heads of internal anti-corruption units in the Ministry of Health, the Ministry of Construction and Housing and Communal Services, the Ministry of Water Resources, and the joint-stock companies Uzbekneftegaz and Uzsuvta'minot will be appointed from among staff of the Anti-Corruption Agency. These officials will report directly to the Agency, which will coordinate and oversee their work in collaboration with the respective institutions.

The Agency has been designated as the specially authorized body responsible for coordinating and providing methodological support to internal anti-corruption units. It will also conduct training, certification, and professional development for unit staff.

By 1 July 2025, a dedicated module will be integrated into the "E-anticor.uz" digital platform to maintain a unified electronic registry of anti-corruption unit staff, enable digital reporting, conduct anonymous surveys, and inform the public about the results of anti-corruption efforts.
