Uzbekistan to establish a unified and transparent public sector pay system
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan plans to reform the remuneration system for public servants by eliminating supplementary payments and bonuses from off-budget sources, ensuring that salaries are financed exclusively through the state budget. These measures are outlined in Resolution No. 210 of the Cabinet of Ministers, from 8 April.
According to the resolution, the Ministry of Economy and Finance has been tasked with preparing, by September of this year, a draft legal act aimed at revising the current public sector pay system and the principles of budget fund allocation. This will pave the way for the formation of a unified and coherent state budget.
The reforms envisage a shift to a standardized approach in calculating salaries for government employees — without any additional payments from the budget or off-budget funds, including targeted state funds. At the same time, a procedure will be developed to reduce the number of off-budget accounts maintained by ministries and agencies, which are currently formed through fees, mandatory charges, payments, fines, and other deductions.
In a comment to Kun.uz, the Ministry of Economy and Finance emphasized that the existing public sector pay system has a number of serious shortcomings — particularly the inconsistency in salary levels, the existence of supplementary payments from various sources, outdated regulatory frameworks, and a low base salary.
The ministry intends to implement a comprehensive reform in this area and create a "unified, transparent, and fair pay system" for civil servants.
Expected changes include the classification of positions based on the nature and complexity of the work performed, the unification of the wage system and its sources of financing, the complete discontinuation of off-budget funds for salary payments, as well as the introduction of new tariff coefficients, civil service grades, a KPI-based performance evaluation system, and annual bonuses.
