Tashkent, Uzbekistan (UzDaily.com) – The resolution of the President of the Republic of Uzbekistan “On measures to improve the quality of education and the development of scientific research in the field of mathematics” was adopted
In accordance with the resolution, priority areas for improving the quality of education, the development of scientific research and the implementation of scientific developments in the field of mathematics have been identified.
According to the resolution, the proposal of the Ministry of Finance of the Republic of Uzbekistan, the Ministry of Innovative Development and the Academy of Sciences on the establishment of the International Prize named after Mohammed Al-Khwarizmi to award scientists who proposed solutions to specific problems as a result of fundamental or applied scientific research in mathematics is accepted.
The award is awarded to citizens of the Republic of Uzbekistan, foreign citizens and stateless persons. The winners of the Prize in each direction will be awarded a cash prize in the amount of US$50,000 from the State budget of the Republic of Uzbekistan. The consideration of candidates for the award will be carried out on the recommendation of the Ministry of Innovative Development of the Republic of Uzbekistan.
One of the priority areas is the introduction of modern pedagogical technologies for the formation of initial mathematical representations in preschool children, the development in the regions of specialized schools with in-depth study of mathematics, as well as the creation of new schools.
According to the resolution, in each district (city) specialized schools with in-depth study of mathematics (Specialized schools) will be gradually phased.
Classes with in-depth study of mathematics will be created in stages, based on the demand and abilities of students.
The selection of students in Specialized schools will be carried out in the prescribed manner on a competitive basis.
Graduates of classes with in-depth study of mathematics are accepted for study in the areas of education with a mathematical bias of the corresponding HEU according to the target parameters established for them.
The State Test Center under the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of Innovative Development and the Ministry for the Development of Information Technologies and Communications will develop and implement by January 1, 2021 an online platform of the National Certification System for assessing the level of knowledge in mathematics at the expense of funds allocated to the state scientific program activities.
Within the framework of the National Certification System:
- assessment of the level of knowledge in mathematics and the issuance in accordance with it of a national qualification certificate will be carried out in the prescribed manner by the State Testing Center;
- assessment of the level of knowledge in mathematics will be carried out in a differentiated manner;
- an applicant who has received a national certificate of the level that provides the exemption, upon admission to the higher education institutions is exempted from passing test tests in mathematics with the award of a maximum score for this subject;
- starting from 1 September 2021, teachers of mathematics at specialized schools must have a certificate of the appropriate level;
- mathematics teachers who have a national certificate of the appropriate level (with the exception of mathematics teachers at Specialized Schools), depending on the location of the state educational institution in which they operate, a monthly allowance of 25 to 50 percent of their base tariff rate is paid.
Branches of the Institute of Mathematics of the Academy of Sciences of the Republic of Uzbekistan named after V.I. Romanovsky will be created in the Republic of Karakalpakstan, Bukhara, Namangan, Samarkand and Khorezm regions.
According to the Decision, the proposal of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, the Ministry of Innovative Development, the Ministry of Higher and Secondary Special Education, and the Academy of Sciences on the creation of a scientific council for awarding a scientific degree of Doctor of Science (DSc) and Doctor of Philosophy (PhD) is accepted.
