Uzbekistan to Compensate Costs for Adapting Transport for People with Disabilities
Tashkent, Uzbekistan (UzDaily.com) — On 18 June 2025, the Cabinet of Ministers of Uzbekistan adopted Resolution No. 377, approving the administrative regulation for providing a state service that reimburses expenses related to adapting vehicles for the needs of persons with disabilities.
According to the document, the government will compensate 50 percent of the costs incurred for retrofitting vehicles intended for use by people with disabilities. However, the total compensation amount must not exceed 30 base calculation units.
The compensation will be provided under two main categories. First, it applies to buses owned by entrepreneurs who won tenders to operate on urban, suburban, or intercity passenger routes before 1 October 2024 and continue to provide such services.
Second, starting from 1 November 2024, the program will also cover one vehicle registered in the name of a person with a Group I disability and used for their personal needs.
For entrepreneurial transport, “vehicle adaptation” refers to the installation of a modular ramp and the integration of an audio-visual passenger information system. This includes monitors, up to three speakers, a microphone, a communication button, and an electronic display showing the list of stops.
In the case of personal vehicles owned by individuals with a Group I disability, adaptation entails converting gas and brake pedals for manual operation and replacing a manual transmission with an automatic one.
To receive compensation, applicants must submit a request through the “Inson” centers or via electronic platforms — either through the Unified National Social Protection information system or the government portal my.gov.uz — within 90 calendar days from the date of completion of the vehicle’s retrofitting.
