Uzbekistan starts to develop state programme “The Year of Dialogue with people and human interests”

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed an order on developing and realizing the state programme “The Year of Dialogue with people and human interests”.

As reported earlier, 2017 was announced as “The Year of Dialogue with people and human interests” in Uzbekistan.

According to the order, the state programme “The Year of Dialogue with people and human interests” will be reported within a month.

Republican commission was created to develop the programme. Prime Minister of Uzbekistan Abdulla Aripov will head the commission.

Uzbek President determined the priority tasks of the state programme. In particular, the program will include measures on forming mechanisms of parliamentary and public control over execution of laws, decrees, and other legislative documents, efficient operation of state bodies on execution of their tasks and functions.

The programme should include measures on forming mechanisms on adhering to rights, freedoms and interests of people by the state bodies and reacting to appeals of the citizens.

It is also planned to include measures on improving system of work with the appeals of individuals and legal entities.

The order said that the programme will introduce new efficient mechanism and methods on establishing open dialogue with the population.

The program also will envisage measures on introduction of the system of reporting of governors of all levels, heads of prosecutor and interior affairs bodies before the population.

One of the priorities of the programme will be determining legal, organizational-practical, material-technical and financial bases of organization of “people’s receptions” at the places.

The measures on improving system of providing state services via “one-stop-shop” will be also included to the programme. It is also planned to adopt measures to develop system of Electronic Government.

The programme will also include measures on ensuring independency of judiciary power and improving role of lawyers.

The order said that the programme should include measures on improving legal and financial-economic awareness of population and forming system of forming spirit of respect to laws by the citizens.

The programme will stipulate measures on stage-by-stage decreasing role of the state in management of economy. It is also planned to develop the concept on deepening of administrative reforms, directed at optimizing structure, tasks and authorities of the state bodies, abolishing double functions, etc.

The document will also include measures on ensuring growth of economy of Uzbekistan and strengthening on reforming and liberalizing economy. The programme will also include measures on supporting and stimulating small and private businesses, as well as forming favourable conditions for doing business and protecting interests of the business entities.

The programme should also include measures for the development of territories, engineering and communication, social and market infrastructure, the construction of affordable and suitable housing.

Increase in salaries, pensions, allowances and scholarships, increase the level and quality of life will also be among the priorities of the programme.
