Uzbekistan Showcases Digital Construction Reforms at CIS Council Meeting

Tashkent, Uzbekistan (UzDaily.com) — The 46th meeting of the Council for Construction of the Commonwealth of Independent States (CIS) served as an important platform for strengthening cooperation and exchanging best practices among member states.

During the event, specialists from Uzbekistan’s Ministry of Construction and Housing and Communal Services presented the country’s ongoing digital reforms in the construction sector, including the national information system “Transparent Construction,” a rating system for construction companies, and an open data portal on construction projects.

These digital platforms enhance transparency and efficiency in construction processes, improve the investment climate, and automate oversight functions. Representatives of CIS member states highly praised Uzbekistan’s initiatives and discussed the potential for applying this experience at the regional level.

The rating system introduced in Uzbekistan allows for an objective assessment of construction companies’ performance, increases their accountability, and fosters healthy competition—recognized as a universal model for other CIS countries.

In addition, participants were introduced to the “My Home” billing system, developed to improve transparency in the management of multi-apartment buildings.

The system currently covers over 42,000 residential buildings with about 1.4 million apartments, enabling digital reporting, payment processing, and citizen feedback while providing residents with easily accessible information.

Overall, Uzbekistan’s experience in digitalizing the construction and housing-communal services sector has been recognized as a practical example of implementing transparency, accountability, and modern management mechanisms in the industry.
